SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: April 6, 2015, 5:00 p.m., County Board Gallery, West Square Building, Baraboo, WI
Members Present: Andrea Lombard, Joan Fordham, Peter Vedro, John Miller, James Bowers, Julie Fleming, Thomas Kriegl (5:18), Beverly Vertein

Vice-Chair, Andrea Lombard called the meeting to order at 5:04 p.m. and certified compliance with the Open Meeting Law.
Motion by James Bowers, seconded by Beverly Vertein to adopt agenda. Motion Carried.
Motion by Peter Vedro, seconded by Joan Fordham to approve minutes of the previous Human Services Board meeting held on March 9, 2015. Motion Carried.

Board Agenda and Materials:
This will remain on the agenda so items not related to an agenda item can be distributed electronically and attached under this item.
The May agenda and reports will only be sent electronically.
Business Items:
Review and Approve Monthly Vouchers: Stephanie Box distributed and reviewed the Monthly Voucher Report. Motion by Joan Fordham, seconded by James Bowers to approve monthly vouchers in the amount of $1,151,141.28. Motion carried.
Accounts Receivable Report: The Accounts Receivable report for February 2015 was reviewed by Stephanie Box.
Approval for Collection Requests: Stephanie Box reported there are no collection requests this month.
Monthly Reports: Stephanie Box distributed and discussed the February 2015 Volatile line report.
Homelessness Presentation – Fredrick Burdick: This item has been rescheduled for the May meeting.
Resolution Commending Denise Cobbs: Motion by Peter Vedro seconded by Joan Fordham to approve the resolution commending Denise Cobbs for 27 years of service. Motion carried. The resolution was signed by members present.
Code of Conduct: Corporation Counsel has looked at the Code of Conduct. Michelle Posewitz has reviewed it and indicates some of the same polices are contained in the Personnel Ordinance. This will be reviewed further with Michelle and brought back next month. Dan Brattset commented this policy targets Human Services case aides who go into consumers’ homes. Peter Vedro would like the content to contain positive statements. Joan Fordham pointed out “legally protected bases” should read “legally protected classes.” If there are other departments who already have a code of conduct, then Human Services should not duplicate the policy.
WCHSA Spring Conference: Bill will be attending the conference in Stevens Point May 13 through May 15. Three board members may attend. Andrea Lombard expressed her desire to attend. Motion by Joan Fordham, seconded by Peter Vedro to send Andrea to the WCHSA Spring Conference. Motion carried.
Department Updates:
CJCC Update: Annual meeting was held last month. The 2016-2018 strategic issues were distributed in the board packet. One possible project to move toward may be a drug court. A RFP was sent out for Operating After Revocation. One vendor replied with a proposal. An interview with Attic Correctional will be next week.
After Hours Crisis Phone Line Change: St. Clare Hospital held the contract for our crisis line services for many years. St. Clare decided to discontinue this contract which ended March 31, 2015. Northwest Connections is the new company which we transitioned to on April 1, 2015. They have trained professional staff and have been providing this service for other communities. We were able to retain the use of the 800 number for our Crisis Line.
Human Services Day Issues: The legislature is considering changes to the ADRC and Family Care. A handout complied by Sarah Diedrick-Kasdorf from the Wisconsin Counties Association was distributed. Human Services’ position is for the current programs to remain the same.
Income Maintenance is not at the level we feel we need and will ask for increased funding.
COP funds are flexible now but proposed changes would split the program and take away flexibility.We are asking to not make any changes.
Mental Health Funding Consolidating – we are asking to remain the same.
Joan sent a letter to the State Joint Finance Committee and would share this with members who are interested.

The next meeting of the Sauk County Human Services Board will be May 4, 2015, at 5:00 p.m. in County Board Gallery. Motion by James Bowers, seconded by Julie Fleming to adjourn. Motion Carried.
