SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: March 9, 2015, 5:00 p.m., Room B24, West Square Building, Baraboo, WI

Chair, Scott Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by Joan Fordham to adopt agenda. Motion Carried.
Motion by Beverly Vertein, seconded by Jim Bowers to approve minutes of the previous Human Services Board meeting held on February 9, 2015. Motion Carried.
Public Comment
None.
Communication
Dan Brattset wanted to clarify from the last meeting the cost of the Vivtrol shot was indeed a discounted rate for our services. He also mentioned March 18th at the St Vincent de Paul “old” Good neighbor clinic will be a presentation by a care group on the recent progress.
Business Items:
Review and Approve Monthly Vouchers: Stephanie Box distributed and reviewed the Monthly Voucher Report. Motion by Jim Bowers, seconded by Peter Vedro to approve monthly vouchers in the amount of $940,813.25. Motion carried.
Accounts Receivable Report: The Accounts Receivable report for January 2015 was reviewed by Stephanie Box. During the April meeting, Stephanie will clarify exactly what is all evolved with the Private Pay Total Amount Due amounts.
Approval for Collection Requests: Motion by Beverly Vertein, seconded by Andrea Lombard to approve sending 23 accounts to Credit Management Control for $8,336.61. Motion carried.
Monthly Reports: Stephanie Box distributed and discussed the January 2015 Volatile line report.
iPad Distribution and Training – Steve Pate: iPads were distributed and a quick learning session on how to start up the iPad as well as where to find the meeting agendas, minutes and any attachments. Any questions on how to navigate or help needed, please contact the Sauk County MIS Department help desk at 608-355-3555.
Reappointment of Theron Hill to the Long Term Support Advisory Committee: Motion by Pete Vedro seconded by Jim Bowers to approve. Motion carried.
Appoint Dawn Gruber to the CCS Committee: New consumer advised and interested in the program. Motion by Pete Vedro seconded by Andrea Lombard to approve. Motion carried.
Year End Estimate: Stephanie Box distributed and reviewed the Year End-Preliminary (pre-audit) Summary.
Carry Forward Requests: Motion by Pete Vedro seconded by John Miller to approve to carry forward $228,082.00 for a Variance remaining of $2,013,341.41. Motion carried.
Department Updates:
Proposed State Budget: Bill Orth summarized the proposed State Budget items that would affect Human Services greatly. The first being the Drug testing of Economic Support consumers. He explained in order for this to go through, it would have to be federally approved and if federally approved, there are no funds in the County budget to move forward. In comparison, these types of tests have gone through Florida in which was later challenged with the end result of no drug testing is currently being done.
The next being a CMO transitioning into a HMO.This would affect the Family Care and ADRC.Proposed is that the current private care management would have to convert to a state run HMO that would have to manage the entire care of individuals.There was much discussion in how this could adversely affect current and potential new clients.
Income Maintenance Consortia Reestimate which would increase for 2016, but decrease for 2017.
Children’s Community Options Programs would be affected.The biggest concern would be the reduction of those funds and the ability to allocate them as we have in the past and present.
Youth Aids typically come from Department of Corrections to help pay for St. Hills which in 2016 will need to come from Department of Children and Families.
Criminal Justice Coordinating Council: Bill explained this as a big upcoming development to assist those who are operating after revocation. The program would allow an officer to check to see if they are eligible for services. If they are not, they will receive a citation. This is expected to be a one year trial.
Community Support Program Supervisor: Bill explained the CSP Supervisor has officially retired. They have offered the position to the Interm, she has relinquished that opportunity. Tara Koch, a nurse going to school to get her master’s degree has expressed high interest. Tara would have to fulfill her obligation in getting that master’s degree before being offered the position. It is expected to be completed in May. At that time, it will be brought to the board for approval, then onto Personnel.
Human Services Day at the Capital – April 8, 2015: The agenda for this event was sent with the todays meeting agenda. A few plan on attending.
Strategic Issues: Bill brought up a couple strategic issues. The first being the expansion of the heroin project. This would include throughout Sauk County and into more communities. The other being the idea of combining the CCS and CSP program at some point. Currently these two are separate and have separate supervisors. It is not clear on how the roles would come to play as these are clearly two separate programs at the time being, but open to the concept.
AVATAR Update: Stephanie gave much thanks to her staff and other staff members for all their hard work and dedication to finally go live today, March 9th. ~Way to go to all those involved!
