SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: December 8, 2014, 5:00 p.m., Room B24, West Square Building, Baraboo, WI
Members Present: Scott Alexander, Andrea Lombard, Joan Fordham, Peter Vedro, John Miller, James Bowers, Beverly Vertein, Julie Fleming

Chair, Scott Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Andrea Lombard, seconded by Joan Fordham to adopt agenda. Motion Carried.
Motion by Beverly Vertein, seconded by Andrea Lombard to approve minutes of the previous Human Services Board meeting held on November 10, 2014. Motion Carried. Peter Vedro abstained as he was not present during the last meeting.

Business Items:
Review and Approve Monthly Vouchers: Stephanie Box distributed and reviewed the Monthly Voucher Report. Peter Vedro asked that the next and future reports break out the difference between salary and benefits.
Motion by James Bowers, seconded by Julie Fleming to approve monthly vouchers in the amount of $1,020,030.87. Motion carried.
Accounts Receivable Report: The Accounts Receivable report for October 2014 was reviewed by Stephanie Box.
Approval for Collection Requests:
Motion by Joan Fordham, seconded by Andrea Lombard to approve sending 19 accounts to Credit Management Control for $14,988.03. Motion carried.
Monthly Reports:
Stephanie Box distributed and discussed the October 2014 Volatile line report.
Approve 2015 State/County Contract Covering Social Services and Community Programs: Stephanie Box discussed how the $2,841,782.00 was to help with the Alzheimer’s, BCA, CLTS, Birth-to-Three, Family Support, and other programs benefit from this funding. Motion by Joan Fordham, seconded by James Bowers to approve. Motion carried.
Approve Foodshare Employment and Training Contract: Stephanie Box explained how this is an additional three months contract to be carried until April of 2015 in the amount of $11,330.00 until other contracted organizations take over. Motion by Pete Vedro, seconded by Julie Fleming to approve. Motion carried.
Approve 2015 State/County Contract Covering Community Youth and Family Aids: Stephanie Box explained this is from the Department of Corrections for Community and Youth Corrections. What is not used for Youth Corrections is used throughout the Juvenile Justice Unit. This is in the amount of $474,451.00. Motion by Andrea Lombard, seconded by Beverly Vertein to approve. Motion carried.
Department Updates:
County Ambassador Program: Bill Orth spoke about the upcoming conference scheduled for January 28, 2015. Bill added that if there are any board members interested, he believed there were still openings available.
Year End Estimate: Stephanie Box spoke about the 2014 year end estimate through October 2014. At this time, it appears to be about 1,696,359.35 favorable to budget. A lot of these savings is due to institutions and alternative care down for the year. Bill explained that this has been a good year thus far, but we will know more as the year ends.
Avatar Electronic Records Update: Stephanie Box spoke about the new Avatar system and although it is way past due for the startup date, this is a good thing as when the agency does go live on March 9th, everything promised by Netsmart will be implemented as well. Bill also explained due to the changes Avatar is bringing, there are also staffing changes with records, changing how we retrain our staff from records and other areas to new areas, remodeling for the reception area, this may result in the favorable budget to be carried over. Next month he plans on proposing some staff increases in wages as duties will change.
Criminal Justice Coordinating Council (CJCC): Bill Orth spoke briefly Human Services applied for and was awarded training for May 20, 21, & 22. This training will include 8 people going to the training. More details and information to report next month.
Rise Together Presentation: Dan Brattset referred to a posting for the Rise Together Bringing a Face and Voice to recovery for Heroin. It is no news the drug busts in Sauk County and other counties alike for heroin. This is a group that will make presentations at the Middle and High School in Sauk/Prairie. The referred to flyer is open to adults on Thursday, December 11, 2014 at the Ricer Arts Center. Dan also mentioned that our clinical staff is prepared currently and after this presentation to help those seeking services.

The next meeting of the Sauk County Human Services Board will be January 5, at 5:00 p.m. Motion by Jim Bowers, seconded by Joan Fordham to adjourn. Motion Carried.
