Meeting Minutes from Highway Traffic Safety Commission
Thursday, April 28, 2016 – 9:00 a.m.
Meeting called to order and certified Open Meeting notice by Capt. Mike Stoddard.
Members in attendance:
Capt. Mike Stoddard - Sauk County Sheriff’s Dept.
Kevin Stieve – Baraboo Fire Dept.
Brad Byom – WisDOT
Dana Sechler – Baraboo EMS
Mark Schauf – Baraboo P.D.
Kristi Voelker – Kobussen Buses
Jack Meegan – Concerned Citizens
James Hodges – Sauk County Sheriff’s Dept.
David Jolicoeur – Fed Hwy Admin
Kurt Schultz – Gov. Council
Wendy Carns – Sauk County Sheriff’s Dept.

Motion by Stieve, seconded by Meegan to adopt the agenda.

Public Comment:
Jack Meegan voiced public concerns on the condition of USH 12 and questioned if any projects were planned for repairs in the future and reported concerns of motorists speeding and passing in the area west of the USH 12 roundabout on STH 33.
Kristi Voelker reported street lights at the intersection of CTH BD and Reedsburg Road not working, washouts on the shoulders on Moore Street, condition of caution flags ,mounted on signs at South Blvd & STH 123 intersection, need for School Bus Stop Ahead sign on CTH A at the City View intersection.
Old Business:
Kurt Schultz reported on a Committee that has been started in Dane County to work on improving laws concerning eliminating the use of handheld devices while driving and helping law enforcement agencies abilities to enforce such laws.
Brad Byom reported on new signage that is being installed at the crosswalks on USH 12 in Lake Delton area.
New Business:
Mark Schauf reported on proposed paving projects on 8th Street and STH 123 and the installation of new crosswalk/school crossing signage located on 8th Street at the Wood Street and Jefferson Street intersections.
Mike Stoddard reported on Village of Plain request for speed limit reduction on STH 23 north of downtown area. Brad Byom stated WisDOT will be doing a speed study in the area to see if reduction is needed.
Review Sauk County Quarterly Reports & Statistics:
Four fatalities reported for first quarter of 2016.
Review WisDOT Quarterly Reports & Statistics:
As of 4/25/16 – 155 fatalities reported statewide. A 14% increase over 2015.
Motion by Sechler, seconded by Labroscian to adjourn.
Motion carried.
