Meeting Minutes from Highway Traffic Safety Commission
Thursday, October 22, 2015 – 9:00 a.m.
Meeting called to order and certified Open Meeting notice by Capt. Mike Stoddard.

Kevin Stieve – Baraboo Fire Dept.

Public Comment:
Stieve is starting up a Traffic Incident Management Group. Training is set for December 7.
He would like law enforcement agencies and highway departments to attend. More information will be sent via email.
Old Business:
Brad Byom, WisDOT updated Committee on bike lane markings requested on STH 23 and the frontage roads. Once municipalities are granted a permit from the WisDOT, they are responsible for installing and maintaining the pavement markings.
Brad Byom updated Committee on overhead pedestrian signals on Wisconsin Dells Parkway. Signs will be installed spring 2016.
Fox informed Committee that the School Bus Stop Ahead signs requested on CTH B have been installed.

Review Sauk County Quarterly Reports & Statistics:
Capt. Stoddard reviewed Quarterly Reports.
One fatality since last meeting. Seven fatalities YTD.
Also reported on serious accident on STH 60, Town of Troy, cause believed to be inattentive driving. Byom added that WisDOT will continue to install centerline rumble strips to hopefully alleviate accidents due to crossing centerlines.
Review WisDOT Quarterly Reports & Statistics:
Robert Bott reported fatalities are up 17.4% statewide as of 10/19/15.
Discussed Legislative bills of interest for 2015-2016
Enacted:
Act 19: Speed on Freeways.
Act 42: Non functioning traffic signals. Nonfunctioning and malfunctioning traffic signals shall function as stop signs. – Byom suggested that the public needs to be informed via Public Service Announcements. Stieve will include this in his department’s spring and fall newsletter.
Pending:
AB 205/SB 154: Flashing yellow arrow traffic signals.
AB 207/SB 156: Stopped, standing and parked emergency vehicles.
AB 171/SB 152: Head phones usage while operating a motor vehicle. – Does not address ear buds.
AB 198/SB 135: Cell phone usage in construction zones.
AB 254: Passing school buses.
AB 306/SB 225: Golf cart crossings.
AB 280: Displaying front license plate.
AB 326/SB 242: Roundabouts.
AB 330: Message boards, cameras, and ramp gates.
Wisconsin State Patrol Law of the Month:
October: Motorists will need to share the road with farm equipment and other slow-moving vehicles during harvest season.
November: Motorists need to follow common-sense precautions to meet challenges of winter driving in Wisconsin.
December: National Drunk & Drugged Driving Prevention Month.
Bott also demonstrated Community Maps Wisconsin TSC Crash Mapping Site usage, trends of crashes. Municipalities of a population of more than 5000 are required to use Community Maps.
Hilliard updated Committee on: new “Watch for Motorcycles” sign that was installed by the Village at the intersection of USH 12 and Sycamore St.
USH 12/STH 60 improvement. Inquired if guard rail could be installed on STH 60 by culvert. Byom will research possibly installing chevron signs.
Botts informed Committee of Wisconsin Highway Safety Coordinators Conference, Wisconsin Rapids, in January 2016. Would like each TSC send one member to attend.
Sauk County and several municipalities in the county received a Distractive Driving grant.
