Meeting Minutes from Highway Traffic Safety Commission

 Thursday, April 23, 2015 – 9:00 a.m.

Meeting called to order and certified Open Meeting notice by Capt. Mike Stoddard.

Members in attendance:

     Capt. Mike Stoddard - Sauk County Sheriff’s Dept.

     Chief Deputy Jeff Spencer – Sauk County Sheriff’s Dept.

     Robert Bott – WisDOT - BOTS

     Jack Meegan – Hwy 12 Safety

     Brad Byom – SW Region DTSP

     Sgt. Bucky Grimsled – Lake Delton PD

     Jeremiah Johnson – WI State Patrol

Motion by Meegan, seconded by Grimsled to adopt the agenda.

Motion by Meegan, seconded by Grimsled to approve minutes of the previous meeting.

Correspondence:

None.

Public Comment:

-Letter from Jack Meegan in regards to concern with STH 136 closing for 3 months for the by-pass construction. Brad Byom will check into DOTS plans on the specific route, timeline, signage, etc.

-Greg Adams with Baraboo Hills Campground shared his thoughts on increased traffic from campers. Brad will be instructing campers entering and exiting to take different routes.

-Joe Raschka, resident on CTH DL, voiced concerns with the rumble strips at the 4-way stop on CTH DL and Bluff Road. Jack asked if these were same specs as DOT specs. Suggested putting in Stop signs with flashers. Stephanie will follow up with Steve Muchow on specs used and solutions.

Review Sauk County Quarterly Reports & Statistics:

Capt. Stoddard reviewed Quarterly Reports.

-No fatalities for 1^st Quarter.

-State Trooper Johnson reported a fatality on 1/8/15 on the interstate I90 99 exit, semi-truck vs. truck.

State Trooper Johnson and Tracy Drager shared concern with tree cutting on the interstate as barrier for head-on collisions. Asked if cable guard would be installed in the future. Brad said in 2017 MM 87-92 were in the schedule.

Possibly look into a friction surface by exit 94. Seems to be a problem area with blowing snow/ice.

Review WisDOT Quarterly Reports & Statistics:

Bob Bott reported fatalities in 2014 were lowest since 1943. However, 2015 is up 40% compared to 2014.

Bott reported safety belt violation fines will stay the same at $10/violation. Wisconsin is 85% compliant.

State Patrol Law of the Month:

-Traffic Safety Fines Double in Work Zones.

-Safety on Towing Trailers.

Upcoming Training Sessions:

Train the Trainer – Teaching Safe Bicycling 2015 (available at multiple locations.)

May 11^th TSC’s Lake Delton Fire Department – All Traffic Safety Commissions  10 a.m.-2 p.m.

Bott asked for consideration to change the next Quarterly meeting for TSC at the Governors Conference in August at Kalahari Resort. Bott will email specific date and time.

Motion was made by Stoddard, seconded by Grimsled to move the meeting.

Stoddard will work to get an email out on participation for this. Anyone on the Committee will get free registration to the conference.

May 27^th TSC Meeting in Appleton .

Transportation Safety Report & Highway Safety Input:

Bott showed the TSC Crash Mapping Site can show stats of crashed and upcoming problem areas. State Trooper Johnson is interested in seeing CMV Crash Reports.

Bott would like if agencies reported accidents on this system. If need access, email Bott.

Byom reported two upcoming State projects:

Bypass USH 12

STH 12 & STH 60 in Sauk County.

Byom is still working on getting pedestrian signs for West Baraboo on STH 33/Linn/Willow Street .
