1.  Meeting called to Order by Chairman Dave Riek.

Present: Bychinski, Berlin, Riek, Lins, Peper, P Gavinski, and S Rehr.

Absent: None.

2.  Adopt Amended Agenda.

Motion by Bychinski, seconded by Berlin.

Motion carried.

3.  Adopt Minutes of Previous Meeting.

a.  Minutes – Regular Meeting 11/6/19.

Motion by Berlin, seconded by Bychinski.

Motion carried.

b.  Minutes – Road Tour 11/15/19.

Motion by Berlin, seconded by Bychinski.

Motion carried.

c.  Minutes – Special Meeting 11/22/19.

Motion by Berlin, seconded by Bychinski.

Motion carried.

4.  Public Comment.

5.  Communications.

a.  Update from Economic Development Committee.

            Airport Report.

K Lins updated the committee.

6.  Review and Approve of November Vouchers.

November 2019 vouchers $794,680.64.

Motion by Peper, seconded by Lins to approve November 2019 vouchers in the amount of $794,680.64. 

Motion carried.

7.  Highway Department Monthly Report.

P Gavinski updated committee. Plans to have ATV routes on the February Agenda.

No action.

8.  Review Highway Department Monthly Financial Report.

P Gavinski updated committee.  Discussed 2019 Overruns, Capital Outlay and Equipment Purchases.   

9.  Review and Approval of 2019 Updated Budget Projections.

P Gavinski discussed and updated the committee on 2019 overruns.

No action.

10.  Review and Approval of the 2020 Routine Maintenance Agreement with WisDOT.

Motion made by Lins, seconded by Berlin.

Motion carried.

11.  Review and Approval of the 2020 Traffic Maintenance Agreement with WisDOT.

No action.

12.  Review and Discuss State Approval of Sauk County High Risk Rural Roads State Municipal Agreements.

P Gavinski discussed projects.

Motion by Lins, seconded by Peper.

Motion carried.

13.  Review Agenda for the 2020 Wisconsin County Highway Association Winter Road School.

P Gavinski discussed topics committee members may be interested in attending.

14.  Discuss and Possible Action on Site Assessment.

P Gavinski to make contact with owner of STH 23/33 land and any other land in the surrounding area. P Gavinski will put together an RFP for Site Assessment.

No action.

15.  Discuss Road Construction Projects for 2020.

P Gavinski discussed upcoming projects.

16.  Discuss Flooding Issues near CTH G and STH 23 area.

Discussion was held by the committee on the flooding issues and resolutions/ideas to fix.  P Gavinski will get quotes on roadway plan sets.

17.  *Discuss and Approve Critical Findings for the 2019 Bridge Inspections.

P Gavinski discussed the bridge inspections (CTH HH (with 2 bridges) and CTH N).

No action.
