Meeting of August 10, 2022
SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Peper.
Present: Peper, Spencer, Schell, Flint, Gavinski, T. McCumber, Carignan and Rehr.
Absent: Detter.
2. Adopt Amended Agenda.
Motion by Flint, seconded by Spencer to adopt the amended agenda.
Motion Carried.
3. Adopt Minutes from Previous Meeting.
a. July 13, 2022 - Regular Meeting.
Motion by Schell, seconded by Flint.
Motion Carried.
4. Public Comment.

5. Communications.
a. Ad Hoc Committee Update.
Gavinski updated committee.
b. WCHA Update.
Gavinski updated committee.
6. Discussion and Action on email from WisDOT about upcoming IH39/90/94 Major Study Project.
Gavinksi updated the committee.
Roll call vote took place, Peper-yes, Schell-no, Spencer-no, Flint-yes, McCumber-no.
7. Discussion and Action on letter from Capital Growth requesting to acquire property at 618 Linn Street, WI 53913.
Gavinski shared a letter received from a company that wants to acquire this property to build a Dollar General.
Motion by Flint, seconded by Shell to reject the letter from the company.
Motion Carried.
8. Discussion and Action Approving Monthly Vouchers.
Motion by Schell, seconded by Spencer to approve monthly vouchers in the amount of $303,841.51.
Motion Carried.
9. Discussion of the Highway Department Monthly Report.
Gavinski updated the Committee.
10. Discussion of the Highway Department Monthly Financial Reports.
Gavinski updated the Committee.
11. Discussion and Possible Action on Approval of an Equipment Storage Fee.
Gavinski discussed and showed documentation of township numbers.
Motion by Spencer, seconded by Flint to approve adding an equipment storage fee to our bills for work (for everyone, excluding the State). Gavinski will send a letter to the townships, which will go into effect 1/1/2023.
No Action.
12. Discussion on Highway Department Policies (Clothing Allowance, Cattle Pass, Waste Oil, Winter Availability, On Call Supervision, Sale of Culverts/Driveway Install).
Gavinski updated – committee discussed changes and can go to personnel/corp counsel for review.
No Action.
13. *Discussion and Action on ATV Route Signage.
Gavinski presented a map with county roads coming into the county and signage.
Committee discussed that the ATV clubs should take down their own signs they put up so they can reuse posts, etc if they choose to do so. County would pay for the new signs going up.
