Meeting of April 13, 2022

 

SUBJECTS FOR DISCUSSION:

1.  Meeting called to Order by Chairman Peper.Present: Peper, Bychinski, Spencer, Stevens, Schell, Gavinski, Carignan, Rehr, Jeff Freec, Jeff Johnson, Craig Potter, Jerry Moll, Dan Fleming, Jeff Anderson, Jim Senzig

     Absent: None.

2.  Adopt Agenda.

Motion by Stevens, seconded by Spencer to adopt the agenda.

Motion Carried.

3.  Adopt Minutes from Previous Meeting.

a.  March 9, 2022 regular meeting.

Motion by Schell, seconded by Stevens to approve the minutes from the March 9, 2022 meeting.

Motion Carried.

4.  Public Comment.

None.

5.  Review and Approve Bids for CTH A Construction Project.

Bids were received from DL Gasser $1,320,470.20 and Scott Construction $1,390,926.40.

Motion by Schell, seconded by Bychinski to approve low bid from DL Gasser for $1,320,470.20.

Motion Carried.

6.  Review and Action Approving Updated Governmental Buy Back Program for Western Star Quad Axle Dump Trucks.

Motion by Spencer, seconded by Schell to approve the purchase of (4) quads for a total of $54,404.00.

Motion Carried.

7.  Discussion on Speed Minutes.

a.  CTH DL – Town of Baraboo

Discussion took place.  Gavinski recommends a request for proposal for speed study.  Gavinski will bring back an RFP next month.

b.  CTH V – Town of Winfield

Discussion took place. Gavinski recommends a request for proposal for speed study.

Gavinski will bring back an RFP next month.

8.  Communications.

a.   Updates from Ad Hoc Highway Building Committee.

Gavinski updated committee.  Submittals are coming in.  Potential earth work could start in July 2022.

b.  Wisconsin County Highway Association Update.

      Gavinski updated committee. 

c.   Local Bridge Program Update. 

      Gavinski updated, awarded all 3 bridges we submitted.

9.  Discussion and Action Approving Monthly Vouchers.

Motion by Spencer seconded by Schell to approve monthly vouchers in the amount of $729,320.49.

Motion Carried.

10.  Discussion and Action on Proposed Changes to Chapter 15.

Gavinski updated committee to open all county highways up to ATV’s.  Clubs requested the 35mph speed limit to 45mph on rural highways.  Our ordinance is stricter than state statue including (open intoxicants, insurance requirements and age of 16). 

Discussion took place.  An ordinance will be brought to May Committee and May County Board.  No letters needed to be sent to municipalities.

11.  Discussion and Action on Request for Easement by Reedsburg Utility.

Gavinski discussed and will bring back a resolution next month.

No Action.

12.  Discussion of the Highway Department Monthly Report.

Gavinski updated the Committee.

13.  Discussion of the Highway Department Monthly Financial Reports.

Gavinski updated the Committee.

14.  Discussion of Current Staffing Levels.

Gavinski discussed.

No Action.

15.  Discussion and Action on Purchasing Topsoil from Tim Meister.

Gavinski discussed and we have enough in inventory.

Motion by Schell, seconded by Bychinski to not purchase topsoil.

Motion Carried.

16.  Next Meeting Date and Items for the Agenda.

May 11, 2022 at 5pm

17.  Adjournment.

Motion by Bychinski, seconded by Stevens.
