HIGHWAY COMMITTEE MINUTES

Meeting of February 9, 2022

 

SUBJECTS FOR DISCUSSION:

1.  Meeting called to Order by Chairman Peper.

Present: Peper, Bychinski, Spencer, Stevens, Schell, Gavinski, Carignan, Rehr and Garrett Blum  (Fabick CAT).

Absent: None.

2.  Adopt Agenda.

Motion by Spencer, seconded by Schell to adopt the agenda, moving up item #11 after public comment.

Motion Carried.

3.  Adopt Minutes from Previous Meeting.

a.  January 12, 2022 regular meeting.

Motion by Schell, seconded by Bychinski to approve the minutes from the January 12, 2022 meeting.

Motion Carried.

4.  Public Comment.

None.

5.  Communications.

a.   Updates from Ad Hoc Highway Building Committee.

      Gavinski updated committee.  Bids are due on February 10, 2022.

b.   Wisconsin County Highway Association Update.

       Gavinski updated committee. 

6.  Discussion and Action Approving Monthly Vouchers.

Motion by Schell, seconded by Spencer to approve the vouchers in the amount of $25,250.69 and $270,955.24.

Motion Carried.

7.  Discussion of the Highway Department Monthly Report.

Gavinski updated the committee.

8.  Discussion of the Highway Department Monthly Financial Reports.

Gavinski updated the committee.

9.  Review and Action on Patrol Truck Bids.

Motion by Schell, seconded by Spencer to approve the Lakeside International bid for $296,519.97 with a 10% variance on extra costs (if needed).

Motion Carried.

10.  Review and Action on Patrol Truck Accessory Package Bids.

Motion by Bychinski, seconded by Spencer to approve the Monroe Truck equipment bid for $287,262.00 with a 10% variance on extra costs (if needed).

Motion Carried.

11.  Review and Action Approving the Caterpillar Governmental Buy Back Program on Loaders, Backhoes, Dozers and Skid Steers.

Motion by Bychinski, seconded by Schell to approve Fabick CAT’s 2022 package of equipment for a total of $126,950.00

Motion Carried.

12.  Review and Action on Transportation Development Association Membership.

Motion by Spencer, seconded by Stevens to approve the 2022 Transportation Development Association Membership.

Motion Carried.

13.  Review and Approval of 2021 Annual Report.

Gavinski discussed.

Motion by Stevens, seconded by Schell to approve the 2021 Annual Report.

Motion Carried.

14.  Public Comment.

15.  Next Meeting Date and Items for the Agenda.

March 9, 2022 at 5pm.

16.  Adjournment.

Motion by Spencer, seconded by Stevens.

Motion Carried.
