HIGHWAY COMMITTEE MINUTES

Meeting of July 10, 2019

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Chairman Dave Riek.

Present: Bychinski, Berlin, Riek, Peper, Lins, P Gavinski, S Neumann, Robert Spencer and D Fleming.

Absent: None.

2.  Adopt Amended Agenda.

Motion by Bychinski, seconded by Lins. Motion carried.

3.  Adopt Minutes of Previous Meeting.

Motion by Lins, seconded by Bychinski.

Motion carried.
4.  Public Comment.

D Fleming asked if ATV's could be added to future agendas for approving routes. Dave R stated that in June, Item 19 was discussed and the committee decided on once a year, approving routes. B Spencer spoke on the ATV's.

5.  Communications.

Letter from Greg Klitsky.

a.  Update from Economic Development Committee. Airport Report.

K Lins no economic development update. K Lins discussed airport report.

6.  Review and Approval of Vouchers. June 2019 vouchers $748,839.37.

Motion by Peper, seconded by Berlin to approve June 2019 vouchers in the amount of

$748,839.37.

Motion carried.

7.  Highway Department Monthly Report.

P Gavinski updated committee.

No action.

8.  Review Highway Department Monthly Financial Report.

P Gavinski updated committee and discussed Capital Outlay equipment and purchase/approval versus us actually receiving and paying for it.

No action.

9.  Discuss and Approve the 2018 Highway Department Financial Report.

Motion to Approve the 2018 Highway Department Financial Report by Bychinski, seconded by Lins.

Motion carried.

10.  Discuss Road Construction Projects in 2019. P Gavinski updated committee.

No action.

11.  *Discuss 2020 Budget Projections.

Committee is supportive of the additions of the Operations Manager, share position with Parks and reclasses for 2020. Move forward with 1.93% increase from 2019 to 2020 Budget.

No action.

12.  Discuss and Approve Resolution Commending Ellen Hosig for Years of Service.

Motion by Riek, seconded by Bychinski.

Motion carried.

13.  Discuss and Approve Ordinance Repealing and Recreating Chapter 6 of Sauk County Code of Ordinances Pertaining to Highways, Airports, Bridges,  Ditches, Fences and Amending Chapter 20 to Reflect the Changes.

Motion by Berlin, seconded by Bychinski.

Motion carried.

P Gavinski discussed Operations Manager, shared Parks position and reclasses. Committee is supportive and agreed to put in 2020 Budget.

15.  Discuss and Possible Action of CTH H Cattle Pass.

P Gavinski to work with Homeowner.

16.  Discuss and Approve of Taking Fill from Baraboo Lake Street Construction.

P Gavinski can work with Gerke to take fill.

No action.

17.  *Discuss and Approve PBM (Performance Based Maintenance) Contract.

Motion by Bychinski, seconded by Berlin.
