Meeting of December 13, 2017

 

SUBJECTS FOR DISCUSSION:

1.  Meeting called to Order by Chairman Meister. Present: Meister, Peper, Netzinger, Riek and Flint.

Absent: None.

Also present: Stieve; Gavinski; Neumann; Marty Krueger – Sauk Co. Board Chair; Alene Bolin; Ian Crammond – Building Services; Deb O’Rourke – Office of Corp Counsel; Scott Truehl – Friede & Associates; Mary Klingenmeyer; Jeaunne Sorenson; Nick Carnahan – Galbraith Carnahan Architects.

2.  Adopt Agenda. Motion by Peper, second by Riek.

Motion carried.

3.  Adopt Minutes of Previous Meeting. Motion by Flint, second by Netzinger.

Motion carried.

4.  Public Comment.

Mary Klingenmeyer and Jeaunne Sorenson spoke about the removal of concrete barricades at trailer park across from Walmart. Asked for reasoning behind it. Jeaunne has talked to Tom Pinion City of Baraboo, has no intention to put back. Pat Gavinski was not aware of safety concern. Highway to look into a resolution.

5.  Communications.

None.

   a.  Airport Report.

Marty Krueger stated at County Board 3 appointments will be made to Tri-County Board of Appeals. Richland County did not include funding for airport (Sauk and Iowa did). Meeting to discuss solution and long-term budget funding with Iowa, Richland and Sauk.

   b.  Update on Economic Development Committee.

Marty Krueger updates:  Liaison - County Logo - GSST.

No Action.

6.  Department: Parks

   a.  Review and Approval of Vouchers.

Motion by Riek, second by Peper to approve November 2017 vouchers in the amount of $ 15,580.81.

Motion carried.

   b.  Parks Department Report.

Matt Stieve gave update on projects completed in November and budget update.

No Action.

   c.  Discuss North End Boat Landing Repairs.

Matt Stieve reported North End Pier should be replaced; widen area to where boats back up. Money will have to come out of the budget line item – White Mound Campground improvements. Hire Highway Department to improve pier/concrete.

No Action.

   d.  Consideration of Resolution Authorizing Participation in the County Conservation Grant Program.

Matt Stieve updated. 50/50 match pier costs. Matt also applied for an additional grant. Not sure, we will get it.

Motion by Peper, second by Flint to approve Resolution Authorizing Participation in the County Conservation Grant Program.

Motion carried.

   e.  Discuss Credit Card Fees.

Matt Stieve updated. Proposed $2 credit card fee.

Motion by Flint, second by Meister to increase to $3/transaction.

Motion carried.

   f.  Review and Approval of Park Passes for Human Services.

Motion by Netzinger, second by Flint to approve Park Passes for Human Services but limit to 20 passes instead of 30.

Motion carried.

   g.  Update on White Mound Community Building by Galbraith Carnahan Architects.

Nick Carnahan and Matt Stieve updated. Current estimated building cost $988,461.00.

No Action.

   h.  Consider Construction Methods/Bidding Methods.

Matt Stieve and Scott Truehl – Friede & Associates, explained construction management and bidding methods.

Motion by Flint move forward with bid, second by Netzinger.

Motion carried.

7.  Department: Highway

   a.  Review and Approval of Vouchers.

Motion by Riek, second by Peper to approve November 2017 vouchers in the amount of

$ 447,979.92.

Motion carried.

   b.  Highway Department Report.

Pat Gavinski updated.

No Action.

   c.  Review and Approval of Routine Maintenance Agreement with WisDOT for 2018.

Motion by Flint, second by Riek to approve Routine Maintenance Agreement with WisDOT for 2018.

Motion carried.

   d.  Discuss Evergreen Road Stop Sign Issues.

Pat Gavinski updated. FYI to Committee if they knew of agreement or past discussions on this.

No Action.

   e.  Discuss Possible Driveway Permit Standards.

Pat Gavinski gave an update and will take to Corp Counsel to draft some guidelines.

No Action.

   f.  Discuss 2018 Construction and 6 Year Plan.

Pat Gavinski updated Committee.

No Action.

   g.  Update on Bridge Load Postings.

Pat Gavinski updated. CTH C Honey Creek will be posted with a load posting of 25 ton.

No Action.

   h.  Discuss Alliant Energy Easement.

Pat Gavinski updated and this is going to Property & Insurance Committee.

No Action.

   i.  Discuss CTH V Right-of-Way.

Pat Gavinski updated and suggested hiring a negotiator to facilitate. Pat will bring proposals to the next meeting.

No Action.

   j.  Discuss 2018 Equipment Purchases.

Pat Gavinski updated Committee. Wants to add Quads to the Outlay.

No Action.

   k.  Discuss Possible Work at County Farm.

Pat Gavinski updated Committee that Highway will be doing work next year at County Farm.

No Action.

8.  Public Comment.

None.

9.  Next Meeting. Motion by Flint, second by Netzinger to adjourn to the next regular scheduled meeting set for Wednesday, January 10, 2018 at 8:00 a.m. at the Highway Department office.
