Motion by Flint, seconded by Netzinger to approve July 2017 vouchers in the amount of $4,383.67.

b. Update on Great Sauk State Trail.
K. Beghin gave financial update.
Marty Krueger stated there may be an addendum from Jewell with costs from engineering project manager that have incurred with the absence of the Highway Commissioner. In addition to extra crossings engineered after the 60% review was done on the plans. Not to exceed price is $19,000.00. Also extra costs of $8,500.00 for alternatives to the plans.
Marty said some of this is due to the North Eagle Gate crossing engineer fees, which will be billed back to Village of PDS.
Marty reported in last 2 weeks it was decided that the STH 78 crossing needs to be removed.
Darin Carignan updated railroad ties are being moved from Summer Oaks to our pit on Pit Road. Darin said we are looking into getting rid of ties and exploring options, etc. Darin updated on salvage material. Diehl Neumaier is removing rail for $187/net ton with $80,000.00 money down and Manthey is removing OTM at $216/ton.
Committee asked if salvage revenue had to be shared with other entities. Marty and Darin reported there is a not to exceed limit and with low salvage prices, we will not have to split revenue.
Darin updated as of this week all rails & ties have been removed. Ties are now being transported to Pit Road from Summer Oaks. Construction on gravel base began 2 weeks ago is 2/3 complete. On Monday the 7th we started paving on south end. It took County 1.5 days to pave 1.25 miles. Paving was done from old McFarlanes building to Water Street crossing. Crews are working on drainage structures and should be wrapped up mid-to-end next week. ¾ gravel base done.

c. Update on White Mound Community Building.
Matt Stieve updated – suggested smaller building and re-design. Architect said it’s best to invest more time in a new plan versus modifying current plan. Tom Holmes presented timber framed building. Matt said if we incorporate timber frame it will need to be bid out. Tim Meister suggested adding to next month agenda to discuss further. Dave Riek asked Matt for an outlay of costs per financial policy. Matt reported $68,500.00 has been spent on architects with 10% held.

d. Review and Approve 2018 Parks Department Budget.
Motion by Flint, seconded by Netzinger to approve 2018 Parks Department Budget with following changes:
Hold off on UTV purchase, ATV purchase approved.
ADA access to beach, change from $80,000.00 to $75,000.00.
Take out truck budget of $30,000.00, replace with trail blazer at Highway for $1,500.00.

7. Department: Highway
a. Review and Approval of Vouchers.
Motion by Peper, seconded by Netzinger to approve July 2017 vouchers in the amount of $250,099.05.

b. Consider Bids for the Asphalt Paving Construction Pertaining to the Great Sauk State Trail at 9:00 a.m.
2 Bids were received. Marty Krueger reported there may be a special meeting to get approval from the Trail Commission approving 2.5 inches paving in certain areas versus 3 inches. A special Highway Committee should be set up prior to County Board.
Mike Flint wanted to know what engineers bid to pave bike trail so we are sure we are within budget. Called Ellery from Jewell, he said Steve Muchow estimated $100/ton to lay – total $436,000.
Darin Carignan reported numbers back to Committee on paving County just completed and came in at $53.68/ton. (see bid results)
Marty Krueger made recommendation to go with low bid Scotts Construction for $218,477.60. He felt Highway has enough projects to do before yearend and it would free up resources to do so.
Motion by Flint, seconded by Peper to award Scott Construction the Bid for the Asphalt Paving Construction pertaining to the Great Sauk State Trail in the amount of $218,477.60.

c. Consider Sale of Used Trucks via Wisconsin Surplus Online Auction.
Motion by Flint, seconded by Peper to approve sale of used bridge crew and sign trucks via Wisconsin Surplus Auction and Trail Blazer to Parks for $1,500.00 2018 Budget.
Motion carried.
d. Review and Approve 2018 Highway Department Budget.
Motion by Flint, seconded by Netzinger to approve 2018 Highway Department Budget as presented with a levy amount of $4,159,310.00.
Motion carried.
e. Consider Participation in Construction of a Sand/Salt Shed with Town of Woodland.
Discussion took place and it was decided by Committee not to participate in Town of Woodlands Sand/Salt Shed.
