FINANCE COMMITTEE:
Resolution 89 - 2023 Approving The 2024 Budget And Establishing Taxes To Be Levied In Sauk County For The Year 2023 (Payable In 2024).

MOTION (Hazard/Polivka).
To amend the 2024 Proposed Budget, as recommended by the Finance Committee, to fund a needs assessment of health care needs in Sauk County. The funding would balance the 2024 budget by use of the General Fund balance by $50,000.
VOTE: AYES: (17) T. Spencer, Eberl, Rego, Klitzke, Scanlon, Deitrich, Krueger, Flint, Lombard, Dorner, Fordham, Hazard, R. Spencer, Polivka, Burchill, Stehling, McAuliffe. NAYS: (14) Roxen, Kinsman, Anderson, Clemens, Prosser, Schell, Astle, McCumber, Carver, Peper, Lohr, Gruber, Detter, Chrisler. Motion carried.
MOTION (McCumber/Lohr).
To amend the 2024 Proposed Budget, as recommended by the Finance Committee, to fund landscaping materials and/or services for the UW-Baraboo Campus. The funding would balance the 2024 budget by increasing the estimated sales tax amount by $20,000.
VOTE: AYES: (30) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. MOTION (McCumber/Detter).
To amend the 2024 Proposed Budget, as recommended by the Finance Committee, to fund expanding the Senior Healthcare Continuum to provide Assisted Living Facilities on the Reedsburg Campus, to market the Sauk County Health Care Center, and construction of a new Assisted Living facility.
* Board Members questioned Corporation Counsel, Brian Desmond, as to whether this proposal is a true budget amendment.
* Chair McCumber called a break at 8:17 PM, meeting resumed at 8:27 PM
Corporation Counsel, Brian Desmond, ruled the proposed amendment out of order, as he opined, it is a stringing amendment. McCumber withdrew his motion.
MOTION (Krueger/Polivka) to adopt Resolution 89 - 2023, as amended, Approving The 2024
Budget And Establishing Taxes To Be Levied In Sauk County For The Year 2023 (Payable In 2024).
- Levy rate, including special purpose levies, of $3.41 per $1,000.00 ($0.35 decrease).
- Total levy dollars raised of $35,124,280.00.
VOTE: AYES: (30) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Lohr, Gruber, Detter, Chrisler, Stehling, McAuliffe, Deitrich and McCumber. NAYS: (1) Peper. Motion carried.
