NOVEMBER 14, 2023

6:00 PM – PUBLIC HEARING ON PROPOSED 2024 SAUK COUNTY BUDGET

Pursuant to Wis. Stats. § 65.90, for the purpose of soliciting comments from the public regarding the 2024 Sauk County Budget.

     MOTION (Detter/Klitzke) to adjourn the public hearing @ 6:26 P.M.  Motion carried unanimously.

 

ANNUAL MEETING: SAUK COUNTY BOARD OF SUPERVISORS

 

1.  Call to Order and Certify Compliance with Open Meeting Law: 6:26 P.M.

 

2.  Roll Call.  PRESENT: (31) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Peper, Lohr, Gruber, Detter, Chrisler, Stehling, McAuliffe, Deitrich and McCumber. ABSENT: (0).

 

Staff present:  Brent Miller, County Administrator; Brian Desmond, Corporation Counsel; Becky Evert, Sauk County Clerk; Cora McDonnell, Deputy County Clerk; and Michelle Commings, Deputy County Clerk.

4.  Adopt Agenda.  MOTION (Carver/T. Spencer) to adopt the agenda, removing item 10b.

    James Astle, District #18 Supervisor

    Term: 11/14/2023-4/16/2024 (Concurrent with Board of Supervisors)

     Motion carried unanimously. (Verbal vote)

 

5.  Adopt the minutes.  MOTION (Scanlon/Rego) to adopt the minutes from the previous meeting.   

     Motion carried unanimously.

 

6.  General Consent Agenda Items.   

a.  Human Services Committee:

     i.  Resolution 86 - 2023 To Commend Jan Schyvnick For Over 35 Years Of Service To The People Of Sauk County.

b.  Highway Committee: 

      i.  Resolution 87 - 2023 To Honor Charles Schell For Over 25 Years Of Faithful Service To The People Of Sauk County.

MOTION (Klitzke/R. Spencer). Motion carried unanimously. (Voice vote)

LAND RESOURCES & ENVIRONMENT COMMITTEE:

Ordinance 8 - 2023 Amendment To Approve A Map Amendment (Rezoning) Of Lands In The Town Of Freedom From An Agriculture To A Recreation-Commercial Zoning District Filed Upon Mid-Continent Railway Historical Society, Inc., Property Owner.

MOTION (Krueger/Polivka). VOTE:  AYES: (31) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Peper, Lohr, Gruber, Detter, Chrisler, Stehling, McAuliffe, Deitrich and McCumber. NAYS: (0). Motion carried unanimously.  

Ordinance effective upon passage pursuant to 59.69(5)(e)(6), of Wisconsin State Statutes (November 14, 2023). 

 

PERSONNEL & INSURANCE COMMITTEE

Resolution 88 - 2023 Create New Positions For The 2024 Budget.

MOTION (Gruber/T. Spencer).  VOTE:  AYES: (31) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Peper, Lohr, Gruber, Detter, Chrisler, Stehling, McAuliffe, Deitrich and McCumber. NAYS: (0). Motion carried unanimously. 

 

FINANCE COMMITTEE:  

Resolution 89 - 2023 Approving The 2024 Budget And Establishing Taxes To Be Levied In Sauk County For The Year 2023 (Payable In 2024).

MOTION (Krueger/Polivka).

 

MOTION (Hazard/Polivka). 

To amend the 2024 Proposed Budget, as recommended by the Finance Committee, to fund a needs assessment of health care needs in Sauk County. The funding would balance the 2024 budget by use of the General Fund balance by $50,000.

VOTE:  AYES: (17) T. Spencer, Eberl, Rego, Klitzke, Scanlon, Deitrich, Krueger, Flint, Lombard, Dorner, Fordham, Hazard, R. Spencer, Polivka, Burchill, Stehling, McAuliffe. NAYS: (14) Roxen, Kinsman, Anderson, Clemens, Prosser, Schell, Astle, McCumber, Carver, Peper, Lohr, Gruber, Detter, Chrisler. Motion carried.

 

MOTION (McCumber/Lohr). 

To amend the 2024 Proposed Budget, as recommended by the Finance Committee, to fund landscaping materials and/or services for the UW-Baraboo Campus. The funding would balance the 2024 budget by increasing the estimated sales tax amount by $20,000.

VOTE:  AYES: (30) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Burchill, Peper, Lohr, Gruber, Detter, Chrisler, Stehling, McAuliffe, Deitrich and McCumber. NAYS: (1) Polivka. Motion carried.

 

MOTION (McCumber/Detter). 

To amend the 2024 Proposed Budget, as recommended by the Finance Committee, to fund expanding the Senior Healthcare Continuum to provide Assisted Living Facilities on the Reedsburg Campus, to market the Sauk County Health Care Center, and construction of a new Assisted Living facility.

 

* Board Members questioned Corporation Counsel, Brian Desmond, as to whether this proposal is a true budget amendment. 

 

* Chair McCumber called a break at 8:17 PM, meeting resumed at 8:27 PM

 

Corporation Counsel, Brian Desmond, ruled the proposed amendment out of order, as he opined, it is a stringing amendment. McCumber withdrew his motion.

 

      MOTION (Krueger/Polivka) to adopt Resolution 89 - 2023, as amended, Approving The 2024

      Budget And Establishing Taxes To Be Levied In Sauk County For The Year 2023 (Payable In 2024).

• Levy rate, including special purpose levies, of $3.41 per $1,000.00 ($0.35 decrease).
• Total levy dollars raised of $35,124,280.00.

VOTE:  AYES: (30) Roxen, T. Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Anderson, Krueger, Flint, Clemens, Prosser, Lombard, Schell, Dorner, Fordham, Astle, Hazard, R. Spencer, Carver, Polivka, Burchill, Lohr, Gruber, Detter, Chrisler, Stehling, McAuliffe, Deitrich and McCumber. NAYS: (1) Peper. Motion carried.

19.  New Agenda items (no discussion).  Submit in writing or by e-mail new business items to the County Administrator as soon as possible for Rule III.A. referral.

 

20.  Adjournment to a date certain:  8:36 PM MOTION (Rego/Klitzke) to adjourn until Tuesday, December 19, 2023, at 6:00 P.M.  Motion carried unanimously.
