REGULAR MEETING:  SAUK COUNTY BOARD OF SUPERVISORS

1.  Call to Order and Certify Compliance with Open Meeting Law: 6:00 P.M.

 

2.  Roll Call.  PRESENT:  (28) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski,

     Krueger, Flint, Curry, White Eagle, Schell, Dorner, Reppen, Nelson, Hazard, Stevens, Polivka, Riek, Peper,

     Gruber, Detter, Chrisler, McAuliffe, Lohr and McCumber.  ABSENT & EXCUSED:  (2) Gibson and

     Bushweiler.  ABSENT:  (1) Stehling.

 

     Staff present:  Brent Miller, County Administrator; Brian Desmond, Corporation Counsel; Becky Evert,

3.  Invocation and Pledge of Allegiance.  Invocation given by Supr. Deitrich.

 

4.  Adopt Agenda.  MOTION (Schell/Gruber) to adopt agenda.  Motion carried unanimously.

 

5.  Adopt the minutes.  MOTION (Peper/Reppen) to adopt the minutes from the previous meeting.

     Motion carried unanimously.

     Resolution 80-2021 Commending Dan Brattset For 20 years Of Service To The People Of Sauk County.        

 

     Resolution 81-2021 Commending David Zeller For Over 34 Years Of Service To The People Of Sauk  

     County.

        Friendly amendment to replace “Administrative Coordinator” language with “County Administrator”

        throughout the document.

        Resolution 85-2021 Awarding A Contract For Snowmobile Trail Improvements.

        Resolution 86-2021 Approving A Cooperative Agreement With Upper Sugar River Watershed

        Association And Authorization To Submit Grant Application for Surface Water Grant Program.

       Law Enforcement Program For Tribal Trust Lands Within Sauk County.  MOTION (Deitrich/Spencer).

       Resolution 89-2021 Authorizing To Contract With Hill’s Wiring Inc. For Upgrading The Electrical  

       Service At The Tower Road Tower Site.  MOTION (Gruber/Deitrich).  VOTE:  AYES:  (29) Czuprynko,

       Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle,

       Schell, Dorner, Reppen, Nelson, Hazard, Stevens, Polivka, Riek, Peper, Gruber, Detter, Chrisler, Stehling,

       McAuliffe, Lohr and McCumber.  NAYS:  (0).  ABSENT & EXCUSED:  (2) Gibson and Bushweiler.  Motion

       carried unanimously.   

 

       Resolution 90-2021 Authorize To Re-Route The Existing Sauk County Fiber Infrastructure Around The

       Highway Department Campus.  MOTION (Detter/Deitrich).  VOTE:  AYES:  (29) Czuprynko, Spencer,                                       

       Eberl, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle, Schell,

       Dorner, Reppen, Nelson, Hazard, Stevens, Polivka, Riek, Peper, Gruber, Detter, Chrisler, Stehling,

       McAuliffe, Lohr and McCumber.  NAYS:  (0).  ABSENT & EXCUSED:  (2) Gibson and Bushweiler.  Motion

       carried unanimously.   

 

       Chair Mc Cumber called a ten-minute break at 7:55 P.M.  The meeting resumed at 8:05 P.M.

 

       Presentation Of Proposed 2022 Annual Sauk County Budget:

       Brent Miller, Sauk County Administrator; and Kerry Beghin, CPA, Finance Director.

        

       Budget Amendment Process:

       Supervisors may submit proposed amendments to the 2022 Proposed Budget, (see memo in    

       the 2022 Proposed Budget Book) – the Proposed Supervisor Amendment form is located in

       the 2022 Proposed Budget Book, and is posted on the Sauk County website in Microsoft

       Word and pdf formats.  Proposed budget amendments are due by October 29, 2021.

 

       Tim McCumber, County Board Chair, entertained a motion to certify the Proposed 2022 Sauk 

        County Budget for publication; and to set the time and date for the Public Hearing on the Proposed 

        Budget.  This begins the budget review process for the County as a whole.

 

        MOTION (Krueger/Flint) to approve the Proposed 2022 Sauk County Budget for publication and to set

        the time and date for the public hearing on the Proposed Budget for Tuesday, November 9, 2021. 

        Motion carried unanimously.  (Verbal vote)

 

18)  MOTION (Czuprynko/Rego) to entered into Closed Session at 8:50 P.M.

        VOTE:  AYES:  (29) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski,

        Krueger, Flint, Curry, White Eagle, Schell, Dorner, Reppen, Nelson, Hazard, Stevens, Polivka, Riek,

        Peper, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr and McCumber.  NAYS:  (0).  ABSENT &

        EXCUSED:  (2) Gibson and Bushweiler.  Motion carried unanimously.  (Verbal vote)

        Kasey Hazard, Human Resources Director; Brent Miller, County Administrator; and Brian Desmond,

        Corporation Counsel remained for the closed session.

        The County Board entered closed session pursuant to Wis. Stats. S. 19.85 (1) (f) considering

        financial, medical, social, or personal histories or disciplinary data of specific persons, preliminary

        consideration of specific personnel problems or the investigation of charges against specific persons

        except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse

        effect upon the reputation of any person referred to in such histories or data, or involved in such

        problems or investigations.  (Topic: Health Care Center Employees).   

        MOTION (Nelson/Deitrich) to return to open session.  Motion carried unanimously.  (Verbal vote)
