SAUK COUNTY BOARD OF SUPERVISORS  

SEPTEMBER 21, 2021

REGULAR MEETING:  SAUK COUNTY BOARD OF SUPERVISORS

1.  Call to Order and Certify Compliance with Open Meeting Law: 6:00 P.M.

2.  Roll Call.  PRESENT:  (30) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Bychinski,

     Krueger, Flint, Curry, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek,

     Peper, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr and McCumber.  ABSENT:  (1) White Eagle.

     Staff present:  Brent Miller, County Administrator; Brian Desmond, Corporation Counsel; Becky Evert,   

     Sauk County Clerk; Chris Harry, Deputy County Clerk and Michelle Commings, Deputy County Clerk.

3.  Invocation and Pledge of Allegiance.  Invocation given by Supr. Deitrich.

     *Supervisor White Eagle arrived at 6:02 P.M.

4.  Adopt Agenda.  MOTION (Schell/Deitrich) to adopt agenda.  Motion carried unanimously.

5.  Adopt the minutes.  MOTION (Curry/Bushweiler) to adopt the minutes from the previous meetings:

     August 17, 2021, August 31, 2021 (Special Meeting), and September 16, 2021 (Special Meeting).  

     Motion carried unanimously.

6.  General Consent Agenda Items.  None.

7.  Scheduled Appearances.  None.   

8.  Public Comment.  None.

9.  Communications.   

                a.  08/09/2021 Letter from State of Wis DNR, re: Knowles-Nelson Stewardship Program.

16)  Unfinished Business.

        EXECUTIVE & LEGISLATIVE COMMITTEE:

        Amend The Rules Of The Board – Procedure for amendments/changes to the Rules of the Sauk      

        County Board of Supervisors.  MOTION (Czuprynko/Deitrich).  *Requires a 2/3 vote.  

        Rule VI.  Procedure

        N. Amendments/Changes to the Rules of the Sauk County Board of Supervisors during the current term   

       shall be proposed and adopted pursuant to the following procedure:

       Proposed amendments to these rules shall first be reviewed by the Executive & Legislative Committee   

       (E&L). The proposed amendment rule change shall then be introduced to the Board at the subsequent

       Board meeting.

       The proposed amendment rule change shall be read under the “Reports” section of the agenda. The

       sponsoring Supervisor may speak to the proposed rule change for up to 5 minutes. The Board shall take

       no action at this point. Supervisors may relay their comments on the proposed amendment rule change

       to the sponsoring Supervisor afterwards, ideally via email.

       E&L shall then consider the proposed rule change at its subsequent meeting and vote on formally

       proposing the rule change to the Board at its (the Board’s) next meeting with a 2/3 vote of all members

       present required for adoption of the proposed rule change.

       E&L shall then consider the proposed original or revised amendment at its subsequent meeting and

       forward a recommendation to adopt or not adopt to the full Board. The full Board will consider the

       proposed or revised amendment at its next regular meeting, with a 2/3 vote of all members present

       required for adoption.

       NOTE: this rule change is only for proposed changes to the County Board Rules after the organizational

       meeting of the County Board and has no effect on the procedures for adopting Rules of Board at the

       organizational meeting.

        VOTE:  AYES:  (30) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke, Scanlon, Deitrich, Krueger, Flint,

        Curry, White Eagle, Gibson, Schell, Dorner, Reppen, Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek,

        Peper, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr and McCumber.  NAYS:  (1) Bychinski. 

        Motion carried.      

     17)  New Business.

        HIGHWAY COMMITTEE:

        Resolution 77-2021 Approving The County Aid For Bridge Construction Under Wis. Stat. §82.08. 

        MOTION (Peper/Gruber).  VOTE:  AYES:  (31) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke,

        Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle, Gibson, Schell, Dorner, Reppen,

        Nelson, Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Chrisler, Stehling, McAuliffe,

        Lohr and McCumber.  NAYS:  (0).  Motion carried unanimously.    

 

        LAND RESOURCES AND ENVIRONMENT COMMITTEE:

        Resolution 78-2021 Authorizing Participation In The County Conservation Aids Grant Program.

        MOTION (Kinsman/Polivka).  VOTE:  AYES:  (31) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke,

        Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle, Gibson, Schell, Dorner, Reppen, Nelson,

        Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr

        and McCumber.  NAYS:  (0).  Motion carried unanimously.    

        PROPERTY COMMITTEE:

        Resolution 79-2021 Authorizing The Purchase Of Equipment And Services To Configure The Video

        Arraignment Room At The Law Enforcement Center For Virtual Appearances.  

        MOTION (Gruber/Detter).  VOTE:  AYES:  (31) Czuprynko, Spencer, Eberl, Rego, Kinsman, Klitzke,

        Scanlon, Deitrich, Bychinski, Krueger, Flint, Curry, White Eagle, Gibson, Schell, Dorner, Reppen, Nelson,

        Hazard, Bushweiler, Stevens, Polivka, Riek, Peper, Gruber, Detter, Chrisler, Stehling, McAuliffe, Lohr

        and McCumber.  NAYS:  (0).  Motion carried unanimously.    

18) Referrals.

19) New Agenda items (no discussion).  Submit in writing or by e-mail new business items to the County 

       Administrator as soon as possible for Rule III.A. referral.

20)  Adjournment to a date certain:  6:25 P.M.  MOTION (Klitzke/Stehling) to adjourn until Tuesday,  

        October 19, 2021 at 6:00 P.M.  Motion carried unanimously.
