Review
The Department is asking for full review of the attached draft RFP. There is some concern, as department staff are requesting to accept proposal AFTER the "Request for Proposals Closing Date and Time", for no other reason than simply allowing it "because previous corp counsel allowed it". Please give specific legal direction, if this RFP is posted with a specific deadline, if any staff can receive and accept proposals after that posted deadline and have them be considered.
