AGENDA

In attendance: Judge Wendy Klicko (o/b/o Judge Michael Screnock), County Administrator Brent Miller, Sheriff Chip Meister, Chief Deputy Jeff Spencer, County Board Chair Tim McCumber, Assistant District Attorney Rick Spoentgen, Sgt. Mark Rabata, Clerk of Circuit Court Carrie Wastlick, Court Commissioner Leo Grill, Attorney Derek Horkan (Sauk County Bar), Attorney Mark Gumz (State Public Defender), Building Services Director Ian Crammond, Emergency Management Director Jeff Jelinek.
1. Call to Order. The meeting was called to order at 7:30 a.m. by Judge Klicko, compliance with open meeting notice having been noted.
2. Approval of Minutes. Motion by Meister, second by Spencer to approve minutes of January 9, 2020 meeting. Unanimous.
3. Courthouse Design and Engineering Update. With respect to the major Courthouse redesign (item 5 from January 9, 2020 minutes), Ian Crammond reported that this project has been shelved at this time, due to a number of factors. He did provide an update on the Courthouse entrance design and related equipment needs, including a history of this project since 2016. Ian has a meeting with Doerschner and Assoc. later this week. The projected timeline is to have the design prints completed by the end of March/early April, with specs out for bids by the end of May. Bids would be due back by mid-June, to the full Sauk Co. Board in July. He hopes to have a shovel in the ground in the late fall, with completion next spring. He does have money budgeted for this project, as well as the project at the Reedsburg Human Services building. The redesigned Broadway entrance of the Courthouse will also include be handicap accessible.
Ian further reported that a full body scanner has been purchased, which will be used in tandem with the metal detector. Sheriff Meister suggested that the body scanner not be the primary security device, but that it be used if the initial screening or observation indicated that additional screening be conducted. With respect to additional equipment, Chief deputy Spencer stated that some locker or storage facilities be included in the design, including secure storage for firearms.
Staffing needs for the secure entrance would be addressed as part of the 2021- 2022 budget process.
4. Discussion of pandemic-related security issues. Judge Klicko provided an update regarding remote jury trial procedures.
5. Court Security Update. Sgt. Rabata had no update to provide, since so few individuals have been in the Courthouse for court proceedings since the onset of the Covid pandemic. However, he did note that, during this entire time, court security personnel have been spread out performing many other tasks. Judge Klicko thanked Sgt. Rabata for the efforts his department has made throughout this time, as well as the efforts of all other departments in going above and beyond to make things workable.
