Baraboo-Sauk County UW Campus Commission Meeting
Thursday, October 20, 2011; 8:30 A.M.
UW Baraboo/Sauk County Campus in the Executive Dining Room, located off the Joe Wankerl Cafeteria, 1006 Connie Rd., Baraboo, WI
Members Present: Wedekind, Geimer, Lombard, Kolb, DeMars, Giese
Members Absent: Haugen
Others Present: Pleger, Armstrong, Kohlmeyer
Chairperson Wedekind called the meeting to order at 8:30 A.M. and compliance with the Open Meeting Law was verified.
Motion by Kolb, seconded by Geimer to approve the agenda for today’s meeting, as mailed. Motion carried unanimously.
Motion by Geimer, seconded by Lombard to approve the minutes from the September 15, 2011 meeting, as mailed. Motion carried unanimously.

Financial Report:
Cheryl Giese, City Clerk, distributed a Revenue/Expenditure Report for the period 1/1/2011 to 10/31/2011, indicating an unexpended balance of $30,310.44 and Fund balance of $ 41,600.21
and in the Designated-Capital Equipment account an amount of $120,515.69. Discussion continued on the Tennis Courts & parking lot project. Wedekind asked Giese to provide a report including all payments on this project. Motion by Lombard, seconded by Kolb to receive the financial report, as printed. Motion carried unanimously.
Maintenance Report, review and payment of bills:
Pamela Kohlmeyer presented the monthly maintenance report and reviewed the list of bills with Commission members. She noted compressor problems having to replace a failed new compressor and related items, several kitchen repairs and several windows broken due to vandalism. Motion by Lombard, seconded by Kolb to receive the report and approve the list of bills submitted in the amount of $25,085.13. Motion carried unanimously.
Discussion on construction of parking lot & tennis courts:
David Armstrong reviewed the recent incidents of vandalism on campus. Baraboo Police Officer, Nick Defiel appeared before the commission to present a slide show of areas on campus that are of concern lacking proper lighting. The windows vandalized were all in areas with poor lighting. Officer Defiel suggested if we add or replace bulbs to use LED lights. Kohlmeyer also added it may be beneficial to

have some motion detector lighting. Armstrong noted we are seeking restitution on arrested the individual (s). He will do research on the number and cost of motion sensor lighting needed to protect our property. Additionally he advised the commission to start thinking about the final step in this project which is the landscaping. A plan should be prepared so we are ready to go in the spring. Finally he noted he has received complaints of weeds growing on the campus. Kohlmeyer will check into complaints.
Discussion on 2012 budget:
David Armstrong advised Sauk County approved their request of $ 80,000 noting this is the same amount they requested last year. The City is budgeting the same amount.
Dean’s Report:
* Update on budgetary lapse in the 2011-2013 budget which included a $170 million lapse to State agencies. DOA notified agencies that it is distributing the lapse now with 38 % of the $ 170 million assessed against the UW System. The timing of these new cuts is also problematic. With near record enrollments, our universities have made firm commitments to students, faculty and staff that cannot be reversed midsemester. Students deserve the very best. They came to campus and began working hard toward their college dreams. It's our obligation to deliver a high-quality educational experience, but unfair funding cuts make it difficult/
* Met with Chancellor Cross - Suggests contacting your legislators.
* New Math and Psychology professors will start in the fall of 2012
* We continue to have meetings and Todd Liebman, Sauk County Corporation Counsel continuing to review lease options.
* A list of all needed projects should be started so we can prioritize for next year.
Facilities planning report:
David Armstrong provided a copy of a Financial Administration policy”UW System Policy on Carrying Weapons or Firearms at University of Wisconsin Institutions” regarding the new concealed carry law. The UW System is providing signage for over 12,000 entry doors at each university campus. We will be placing signs on every entry door. He noted the cost for a custom logo windscreen sign should be within the range of $ 600 - $ 1,000.
Discussion on Student Housing:
Item covered under Dean’s report.
Motion by Lombard, seconded by Kolb to adjourn and set the next regular meeting to November 17, 2011 at 8:30 a.m. in the Executive Dining Room. Motion carried unanimously.
