Call to Order
The meeting was called to order at 9:00 AM by Chair Ashford.
Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.
Approval of Agenda
Request was made to move Item #14: Changing requesting party of original AHHP grant from Broadway Kidz Wisconzin to Baraboo Theatre Guild to be acted upon after public comments due to the fact that the BTG representatives had to leave the meeting by 9:30 AM. Motion made by Dietz, second by Stehling to approve the agenda with changes. Motion carried.
Approval of Minutes of Last Meeting
Motion made by Stehling, second by Smoke to approve the minutes of the regular meeting of May 23, 2012. Motion carried.
Changing Meeting Date for UW Extension, Arts & Culture Committee
Supervisor Smoke has been appointed to the Central Wisconsin Community Action Council by County Board Chair Krueger, which creates a conflict in meeting dates with UW Extension, Arts & Culture Committee every other month. Request has been made to change the regular meeting date of this committee to allow Supervisor Smoke to be able to attend all meetings.
The question was asked as to whether there was a reason that the committee had to meet the last week of the month, and it was found that no reason existed. Discussion ensued with the decision to have UW Extension, Arts & Culture Committee to start meeting the second Wednesday of every month starting in July 2012.
Public Comment
Micki Maddox and Jon Baker of Baraboo Theatre Guild introduced themselves and presented a background of the Baraboo Kidz Wisconzin/Baraboo Theatre Guild summer production of “Annie” project and some of the other collaborations and projects that are being done, i.e. working with the Sauk County Humane Society and also a coloring contest. Production rights have been obtained and the kids are cast and the production is underway.
Discussion and Possible Action on Changing Requesting Part of Original AHHP Grant from Broadway Kidz Wisconzin to Baraboo Theatre Guild
Statements were made that the committee liked the tie-in with the Sauk County Humane Society, the Boy Scouts and the Girl Scouts, and the coloring contest. Would also like to see collaboration with the 4-H program. Motion by Smoke, second by Stehling to transfer the AHHP grant request submitted by Baraboo Kidz Wisconzin to Baraboo Theatre Guild for the summer production of “Annie.” Motion carried.
Communications
o Correspondence from Sauk County Historical Society announcing the winners of the photo contest.
o Communication from Jody Kapp and the Sauk Prairie Historical Society that they would like to host this committee for a meeting at the Tripp Museum. Committee members were receptive to this idea.
o Letter from the Wisconsin Department of Transportation to Jenny Erickson regarding the WSOR and DOT Rail Study stating they were pleased with the survey and would like to do this statewide.
o Jenny Erickson showed the GROW magazine (a publication of the UW Madison CALS department) that showcases the Fermentation Fest and mentions Erickson in the article.
o Supervisor Detter asked that his committee materials either be put in his supervisory mailbox or e-mailed to him to cut down on paper and eliminate postage. The UW Extension Office will work with him on this request.
Review Budget and Approval of Vouchers
UW Extension: Motion was made by Stehling, second by Dietz to approve the vouchers for the month of May in the amount of $1,864.91. Motion carried. Erickson explained the budget line items for the benefit of the new members of the committee. A couple of questions were asked regarding the budget; request to put back on the agenda for the July meeting for explanations.
Arts & Culture: Motion was made by Stehling, second by Detter to approve the vouchers for the month of May in the amount of $6,295.00. Motion carried. Dietz requested explanation of the Wormfarm Institute matching grant item.
Updates/Reports
UW Extension:
o Full staff for the first time in since August 1, 2011.
o Agriculture Agent, Katie Pfeiffer, will start on July 1, 2012. Sue already has her lined up to work with herself on a farmer retirement planning program and training.
o Christian Malsatzki was chosen to fill the 4-H Agent position on a permanent, full-time basis.
o Jenny Erickson will continue on her extended leave of absence working 80% time for an additional year.
Arts & Culture:
o Check from the Wisconsin Arts Board Re-granting Program grant of $7,010 to Sauk County UWEX Arts & Culture Committee was deposited.
Sauk County Fringe Rate Support
Erickson explained the state’s fringe rate pool reimbursement paid to Sauk County which is to offset the additional fringe benefits being taken out of agents’ salaries. This is a one-time payment.
UW Extension Staff Monthly Reports – Danielle Varney, WNEP Coordinator and Sue Nagelkerk, Family Living Educator
Varney, WNEP Coordinator-
o The Supplemental Nutrition Assistance Program Education (SNAP-Ed) proposal for Sauk & Richland Counties was explained. Two changes of note: four additional Sauk County schools have been added for FY2013 and the WNEP staff will be focusing on Head Start parents instead of students and adults at the food pantries.
Nagelkerk, FLE-
o Reported on the Cow-onomics program just completed at the UW Baraboo/Sauk County campus last week.
Discussion and Possible Action on UW Extension Staff Retreat for August 30, 2012
Explanation of staff retreat scheduled for August 30, 2012, at the International Crane Foundation as a team building opportunity for staff. Motion by Dietz, second by Stehling to approve the UW Extension Staff Retreat and allow the office to bring in a fill-in person to answer phones and questions during the day. Motion carried.
Educational Roles of County Extension Educators at County Fairs
UW Extension staff should not be involved in the “running” of the county fair; those duties need to be done/be the responsibility of the Fair Board. UW Extension agents and educators should only be involved in educational aspects of the fair. These changes are expected to cause “bumps in the road” over the course of the next year or so, but these changes must be made by directive of Cooperative Extension Guidelines, May 2012.
Presentation of Guyana Experience
Erickson gave brief presentation of her experience with the Farmer to Farmer program in Guyana, South America that she participated in during May 2012.
Discussion and Consideration of Arts & Culture Programs, Services and Vision, Mission, Goals for 2013
Ashford had made some changes in the Arts & Culture Programs & Services form (formerly known as Form 1) for 2013. Those changes have been made and will be submitted to Accounting. Line items will be reviewed at a later time when the accounting system will allow those to be entered.
Consideration of Applications for Good Idea Grants
1. Sauk Prairie Twins Home Talent Baseball Team – Requested $500 to offset expense of printing costs of a book on the 50 year history of the Sauk Prairie Twins. Statements were made that this book will be sold for profit, and therefore, the request does not fit the guidelines of the Good Idea Grant. The group was told to reapply in 2013 with the suggestions of: reducing the selling price of the book to make it a not-for-profit project; obtaining multiple written bids for the cost of printing; and an explanation of where the rest of the approximately $1,900 for printing costs would come from. Request was denied.
2. Town of La Valle - Requested $500 to reproduce and frame photos and original maps of Lake Redstone’s development for the La Valle Town Hall. Motion made by Stehling, second by Detter to approve the Good Idea Grant for $500 to the Town of La Valle. Motion carried.
3. Fall Art Tour – Requested $500 to produce a video which will be used to promote the 20th anniversary of the Fall Art Tour in 2013. The video would be filmed during the 2012 tour to help the Fall Art Tour to continue to raise the money needed to sustain their annual budget of $30,000 which is all raised through marketing. Motion by Dietz, second by Stehling to approve the Good Idea Grant for the Fall Art Tour in the amount of $500. Motion carried. The committee was interested in where the video would be seen.
