Members Present: Moore, Demers, Klepper, Brown, Carlson, Waddell, Rudolph, Wildman, Ellington, Brattsett, Pritzkow
Members Absent: Lennon, Running, Schenck (excused), Spencer

1) Chair Moore called the meeting to order at 10:00 a.m. and compliance with the Open Meeting Law was verified.
2) MOTION (Demers/Carlson) to adopt the agenda. Motion carried unanimously and agenda adopted.
3) MOTION (Demers/Carlson) to approve the minutes of the regular meeting of November 28, 2017. Motion carried unanimously.
4) Public Comment: None. Blodgett noted we regularly get notes and letters of thanks from clients.
5) Communications: Carlson again thanked the ADRC for the wonderful job done on the AddLife newsletter as he had done at the Advisory meeting held earlier.
6) Transportation Updates:
a) Grants update: Blodgett reported the ADRC receives 2 grants from the State – an 85.21 grant (which supports the taxi voucher program, a portion of the volunteer driver escort services, and the bus trips) and a 53.10 grant (for transportation of the elderly and disabled). In 2018, we will be receiving more funding in the 53.10 grant than we have before. The 85.21 grant reports are due in March and are being worked on. The 53.10 reports are complete and have been submitted to the State.
b) Plans for bus trips: Blodgett asked Sonntag to update the members on the changes being made to this service. Sonntag reported beginning mid-March, the Shopping Bus trips will be rotating between Baraboo, West Towne Mall, Lake Delton and East Towne Mall. They will also transport passengers to other stores within these areas as time allows. Fun Day Bus trips are being planned based on comments submitted by passengers in response to asking where they would like to go. A Special Excursion bus route is being added which will transport passengers to events such as dinner theaters, viewing Christmas lights, etc. It will not run on a regular basis instead be events driven. Sonntag also reported on the video systems that are on the buses but not being utilized. Marina Wittman is working on videos that will market the bus trips and other programs the ADRC provides.
c) Staff Update: Blodgett reported currently there are 4 drivers in the department, one of which has just retired. She stated the program really needs 5 drivers.
d) Transportation Expense Update / MCO Amount: Blodgett explained the billing process that was implemented in 2017 and the successful result of billing passengers and MCOs (Managed Care Organizations). Discussion followed.
e) Reedsburg Taxi Ticket Update: Blodgett reported Leah Lennon is no longer with Reedsburg Taxi and we are attempting to find out who will replace her on the Committee. We had received notice prior to Leah’s departure the cost of the taxi tickets increased to $35 and will be for 10 punches instead of the 8 punches with the 9th ride free. The clients price will increase from $14 to $17.50 immediately.
7) Business Items:
a) Revisit Rate Fees for Passengers Using Handicapped Accessible Van and Transportation Bus: Blodgett asked the Committee to reconsider the mileage policy approved at the November 2017 meeting regarding transporting passengers with the new handicapped accessible van and transportation buses and amend the $12 round trip + $.90/loaded mile if travel is outside Sauk County to $12 round trip + $.35/loaded mile. Discussion followed.
MOTION (Ellington/Demers) to amend the $12 round trip + $.90/loaded mile if travel is outside Sauk County to $12 round trip + $.35/loaded mile. Motion carried unanimously.
b) Committee Member Appointments: Blodgett reported Pritzkow and Running terms are up. Suggestions were given by the members on who to contact for possible replacements. Blodgett will contact these people and prepare a list of names for approval prior to the next meeting.
