Chair Moore called the meeting to order at 10:17 a.m. and compliance with the Open Meeting Law was verified.
MOTION (Carlson/Demers) to adopt the agenda. Motion carried unanimously and agenda adopted.
MOTION (Demers/Klepper) to approve the minutes of the regular meeting of August 29, 2017. Motion carried unanimously.
Public Comment: None
Communications: None
Transportation Updates:
1) Grants: Blodgett reported that she received a phone call from the Department of Transportation (DOT) notifying us that our 53.10 grant application has been accepted and we will receive funding for 2019. The grant award letter will be coming in the mail.
2) Staff Opening for Coordinator: Blodgett reported that Robin Goodman retired 9/28/17 and the decision was made not to post to fill the position until we knew if we were receiving the 53.10 grant funding. The job was posted and 49 applications were received. Interviews are being scheduled.
3) New Bus Driver: Blodgett reported on the hiring of a new limited-term employment van driver. We now have a bus or van on the road every day of the week. The van driver is also paid out of nutrition funds as he will be delivering frozen meals as well. Jeff Hanke was hired for this position.
Business Items:
1) Purchase of Handicapped Accessible Van: Blodgett reported on the bids that went out and the purchase of the van. DOT trust funds are being used to pay for the van and we hope to receive it by the end of the year.
2) Rate Fees for Passengers Using Handicapped Accessible Van and Transportation Bus: Blodgett reported on a call received from someone that required transportation with a bariatric lift to travel within the community. They were referred to the local cab company, however the cab company was unable to transport the client and the ADRC used one of the busses to do so. With the purchase of the new van, we will be able to transport these clients more economically than with one of the busses. A client rate fee needed to be established for this service. Discussion followed and the following rates were approved:
$6/round trip if travel is within the community where the client resides;
$12/round trip if travel is outside the community but within Sauk County;
$12/round trip + $.90/loaded mile if travel is outside Sauk County.
These rates will be used only if we are unable to get a volunteer driver escort to provide the travel.
3) Bus Maintenance Plan: Sonntag reported on the vehicle maintenance program that has been instituted and the repairs performed on the various vehicles due to lack of maintenance in the past. Discussion followed. Carlson asked about the maintenance cost of the vehicles. A report on this will be given next month.
4) Blodgett and Sonntag reported on a new software package purchased that will streamline the transportation programs including billing and grant reporting. Also reported on were changes in the bus trips being offered to allow more people access to different activities/events and the different forms of advertising being considered. Carlson noted seeing more advertising of the television for the ADRC; Dahl reported the State is sponsoring those advertisements.
