Called to order at 11:09
Minutes from prior meeting – motion by Hoffman to adopt; 2nd by Spoentgen – adopted by unanimous vote
Agency updates:
DA – Deb O’Rourke has started.
Hope House – going to be doing office hours in the courthouse. Suggestion that HH contact Clerk of Courts to potentially use the 1st floor jury assembly room.
Concerns:
Voiced from Poarch via LaBroscian:
“If there are not going to be advocacy referrals or SANE requests from LE, is there a point in having a SART?”
Discussed issue recently of a similar occurring where a SANE patient presented at Sauk Prairie, was changed into a gown, was there for 3-4 hours, but then had to leave to go to Meriter for SANE.
Those present jointly agreed that issues arising further shows the need of the SART (to fix systemic issues).
Discussing possibility of asking St. Claire to re-start SANE program.
Discussed possibility of re-working the in-county system to have LE call Hope House and/or go directly to Meriter for SANE.
No decisions being made at this point – need broader group input.
Mention observed trend of recent increased restraining orders – per LaBroscian, seems to be an increase in filing – unknown if this is bad (uptick in inter-partner violence) or good (more people are doing something about their situation).
Uptick seems to be unique to Sauk (in perspective of HH – not observed in other service-counties).
Possibility of asking the clerks to do a referral to Hope House for restraining orders.
Recent case where a victim didn’t know what to expect.
Mention possibility of HH reaching out to Carrie Wastlick to discuss
Discuss the UW Law School’s Restraining Order clinic.
Discussion of victim information sharing – opt-in opt-out
DA’s office showed proposed opt-in/opt-out notification language that it is adding to Vic/Witness Initial Contact Packet. Discussion about the possibility of the modifying the SA worksheet and the 72 hour no contact – may need to be done by each agency. May be a centralized form. More information to be provided.
Victim Survey Roll Out
Linda H and Elizabeth L to talk by April 1st to discuss the logistics of the survey roll-out.
Meeting set for Linda H, Emily E, Rick S and Elizabeth L. at the DA’s office to discuss survey roll-out/logistics on 2/12 @ 2P.
LEGISLATION:
The kit tracking legislation (SB 200; AB 214) did not get out of committee, thus will not be law this year. Will need to be reintroduced next session.
Case reviews – DA’s office to prepare to present case review (with allied professionals)
DA’s office to inform Hope House, CPS, SANE of case identity so that they may potentially prepare.
Recommendation to discuss State v. Troy Allen – possibility of the Dodge County Social Worker attending
Rick to contact Stacy McClure to contact SW for potential participation.
Next meeting and agenda items: 2/19/20 @ 11A – room TBD – Meeting will primary consist of case review.
