Departmental Updates: Planning & Zoning
- Discussion and possible action on Gerald Lehman’s attendance at an Agriculture Community Engagement education seminar, sponsored by Wisconsin Towns Association, Wisconsin Counties Association and Professional Dairy Producers of Wisconsin, on Thursday February 24, 2011 at the Kalahari Resort in Lake Delton.
- Discussion and possible action on a conditional use permit (1-2011) to amend a Planned Unit Development, previously approved under conditional use permit 20-2006, in S12, T10N, R5E, Town of Honey Creek, Sauk County, for Larry and Cheryl Lenerz in accordance with the provisions contained in Section 7.12 of the Sauk County Code of Ordinances.
- Discussion on changes to Sauk Co. Code of Ordinances § 7 regarding nonmetallic mining.
- Discussion and possible action on overruns to the Board of Adjustment budget as well as use of carry forwards for the Planning and Zoning budget.
- Discussion and possible action on resolution approving the application for a Lake Management Protection Grant.

Sauk County Planning, Zoning and Land Records Committee Meeting
February 10, 2011
Committee Members Present: Ashford, Gaalswyk, Halfen, Nobs
Committee Members Absent: Lehman.
Others Present: Mark Steward, Brian Simmert, Sharon and Warren Terry, Steve Cohoon, Wayne Johanson, Paul Hasheider, Larry Lenerz and others. See registration slips for those in attendance of the public hearing.
Vice Chair Ashford called the meeting to order at 9:02 a.m. and compliance with the open meeting law was certified.
Motion by Halfen, seconded by Nobs to adopt the agenda as provided. Motion carried 4-0.
Motion by Gaalswyk, seconded by Nobs to approve the minutes of the January 25, 2011 meeting. Motion carried 4-0.
Public Comment: Sharon Terry asked that language be added to the amendment that requires notification of the Town for the special exception permit for nonmetallic mining. Mrs. Terry handed out a paper on using Regional/County Level Information in Siting of Quarries and Mines.
Wayne Johanson is concerned with the way planning documents read. Encourages cooperation of the County with the Town and locals.
Steve Cohoon would like to see the RC-35 and RC-5 district remain the way it is. Only short term mining allowed.
Communications:
Ashford spoke on the Baraboo Range Preservation Association letter to ATC for the powerline. Steward spoke about the Ron and Sue Goette conservation easement and that the DNR will not be purchasing the property. Simmert asked the Committee to consider other dates for the meeting with the Exclusive Ag Towns.
Departmental Update: Planning & Zoning
Discussion on attendance at Agriculture Community Engagement seminar at the Kalahari in the Wisconsin Dells. Discussion on if it needs to go to County Board. It does not need to go to County Board at this time. Gaalswyk wants to go as well. Motion to approve attendance by Lehman and Gaalswyk by Nobs, second by Gaalswyk. Motion carried.
Discussion on a Planned Unit Development for Larry and Cheryl Lenerz in the Town of Honey Creek. Lenerz is selling a development right to the neighbor to develop a small, saleable lot. Motion by Gaalswyk, second by Halfen to approve. Motion carried 4 – 0.
Discussion on changes to Sauk Co. Code chapter 7 regarding nonmetallic mining. There was consensus to go forward with the one acre exemption change, but there is still discussion on allowing nonmetallic mining through special exception without the rezone. The discussion focused on having to rezone as a method to keep the locals informed. This item needs to be on the next committee agenda for further discussion.
Discussion on overruns to the Board of Adjustment budget. The BOA budget is over $2700 due to the lack of revenues. Expenses were cut due to the lack of hearings and a refund for workers compensation came through, but still the budget is short. Steward also met with Finance this morning regarding this matter. Contingency will be requested to balance out this budget.
Steward informed the committee that continuing appropriation money (carryforward) will be used in the Planning and Zoning budget to offset the expenses occurred. Originally budgeted to use $40,000, we will only need to use $35,000.
Discussion on resolution for a DNR Lake Management Grant. Steward presented the process and informed the committee that we received a grant in 2010. This grant will piggy back the other one and enhance our educational and public outreach efforts for the rewrite of Chapter 8, the Shoreland Ordinance. The resolution was not included in the packet. Motion by Halfen, second by Gaalswyk to approve. Motion carried 3 – 1. New version of the resolution will be in the Planning and Zoning Department after the meeting for signatures.
Next agenda items include chapter 7 ordinance changes as they relate to nonmetallic mining. Discussion on merger of Planning and Zoning with Land Conservation and possible joint meetings.
Meeting with Exclusive Ag Towns to be held on march 3 at 7pm.
Motion by Gaalswyk, seconded by Halfen to adjourn.
Next meeting date: February 22, 2011.
