- Meeting called to order by Hartje at 8:00 a.m. Compliance with Open Meeting Law was met.
- Adopt Agenda: Motion by Dippel, second by Haugen to approve agenda. Carried.
- Adopt draft minutes of September 13, 2010: Motion by Dippel, second by Hartje to approve minutes. Carried.

Business Items:
- Tim consulted with Fearings concerning options to reduce the noise level at the shooting range. Fearing advised that building a wall may help. Tim is looking at options and continue to evaluate the situation and report with any new information at the November meeting.

Treasurers Report - Liz Geoghegan presented a resolution to sell 20 properties on tax deed for failure to pay 2006 taxes. Motion by Krueger, second by Haugen to approve resolution. Carried.
Liz presented a document which includes all individual costs for each property including all tax amounts owed and the cost to sell the properties. Motion by Hartje, Second by Haugen to use the document to list the properties for bid. Carried.
- Tim Stieve and Bill Mc Clary gave an update of the old HCC demolition. Work continues. Justin from Dirty Ducts confirmed the work will be completed by the November 19, 2010 deadline. Tim also reported that the budget for the demolition is a fixed amount; however, with the cost Associated with removing the lagoons and repairing that area the cost will exceed what was budgeted.
- Discussion regarding the Spring Green Forest Property surveying costs. Tim received a bid of $3,500 from Richard Blakeslee to survey the Spring Green Forest Property. Kathy Schauf suggested that due to the housing market the county should wait to have the surveying done. Hartje will bring the subject before the county board for approval or denial at this time.

Discussion and approval of American with Disabilities Public Policy on Title II Complaints.
- Motion by Krueger, second by Haugen to approve policy. Carried.

Departmental Updates - Risk Management (Carl Gruber).
- Carl provided the monthly report for Risk Management.
- Deductibles in the amount of $3,000 were presented for approval. Motion by Krueger, second by Haugen to approve deductible amount. Carried.
- The Workers Compensation and Liability Insurance company bids were discussed and finalized. Motion by Krueger, Second by Haugen to accept the County Mutual Bid. Carried.
- Tim provided the monthly report for Buildings/Communications
- Tim reviewed vouchers. Motion by Dippel, second by Haugen to approve vouchers. Carried.
- Tim discussed a situation with the Circus City 4-H group being banned temporarily for not cleaning a meeting room after use. Tim suggested reinstate the group for use and place them on probation for 1 year with the understanding that if they use any rooms in the future they must clean up when done. Committee agreed.
- Tim and Tony Ugo from VARC discussed the sheltered workshop in Reedsburg. Tim noted that because the services provided by VARC had previously been delivered directly for Sauk County the rent was at a below market rate. Although VARC continues to provide these same services it is done so through the Southwest Family consortium and not for Sauk County. It was suggested by Bill Orth, Human Services Director that we may want to look at an increase in the rent. The Finance Committee in the budget review process suggested the same. A couple options were discussed; raising the rent or selling the facility to VARC. Virgil Hartje suggested that Tim, Bill Orth, and Tony Ugo meet to work on what dollars are needed to break even on expenses.
