PROPERTY AND INSURANCE COMMITTEE MEETING

May 4, 2023

Approved Minutes

Members Present:               Smooth Detter, Carl Gruber, Joel Chrisler, Robert Spencer, Mike Anderson                               

Others Present:                     Ian Crammond, William Commings, Lisa Vodak, Elizabeth Geoghegan, Vic Whalen, Allen Steele, Kathy Radcliff, Joe Hasler, Ross Curry, Pat Rego, Laurie Hasenbalg

1.     Meeting called to order by Detter at 4:00 p.m. Compliance with Open Meeting Law was met (WIS. STAT. 19.84)

2.    Adopt Agenda:  Motion by Spencer to adopt the Agenda, 2^nd by Gruber . Motion Carried

3.     Adopt draft minutes of the April 6, 2023 meeting: Motion by Gruber to adopt the draft minutes, 2^nd by Chrisler. Motion Carried

4.   Public Comment- Laurie Hasenbalg spoke to the committee regarding a Scribner error on the proposed Sauk County Landfill ATV trail and complimented the proposed design of the Sheriffs memorial

5.   Communications- None

6.       Business items

1. Treasurer’s Report
   1. Sale Report of tax foreclosed properties for April 2023- Elizabeth reviewed her report with the Committee
   2. Discussion and possible action on a Resolution Authorizing Issuance of a Quit Claim Deed for Parcel No. 276-2284-00000 to the City Of Reedsburg- Motion by Gruber to approve the Resolution Authorizing Issuance of a Quit Claim Deed for Parcel No. 276-2284-00000 to the City of Reedsburg, 2^nd by Anderson. Motion Carried
   3. Update, discussion and possible action of sale of tax foreclosed properties- Parcel No. 008-0735-00000 & 008-073600000, located at S1974 County Rd A, Baraboo to the Town of Delton-Elizabeth discussed the Treasurer’s property details with the Committee. Tim McCumber and Boardman & Clark Attorney Joe Hasler spoke to the Committee expressing the interest in the property by the Town of Delton.  Motion by Gruber to postpone at this time so the municipalities and our Administrator can negotiate terms and possible use of the property, and be brought forward at the appropriate time; putting Town of Delton 1^st in line to purchase, 2^nd by Spencer. Motion Carried.
   4. Set minimum bid prices for sale of tax foreclosure properties to the general public- Elizabeth presented the properties that will be listed to the general public.

Motion by Chrisler to move item 6b. to the end of the meeting, 2^nd by Anderson. Motion Carried

1. It is anticipated that the Committee may enter into closed session pursuant to Wis. Stat. s 19.85(1)(e) for the purposes of deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business whenever competitive or bargaining reasons require a closed session. (Topic: Discussion and Possible Approval to Purchase Property at 616 Linn Street, Baraboo, WI 53913). A roll call vote will be taken to go into closed session and return to Open session.

7.   Buildings, Communications/Towers & Landfill Updates (Ian Crammond)

     a.      Building Services Monthly Report-William reviewed the monthly report with the committee

     b.      Communications Monthly Report- Ian reviewed the monthly report with the committee

c.      Discussion on talking with the City of Baraboo regarding the West Square parking lot Ian spoke to the Committee regarding the repairs needed to the West Square parking lot that is jointly owned by the City of Baraboo and Sauk County. The Committee would like to have the Administrator & Ian speak with the City of Baraboo regarding the repairs and possible exchange of ownership and usage.

d.    Discussion and possible approval of updating the Sauk County Law Enforcement memorial at the Courthouse Motion by Gruber to approve the updating of the Sauk County Law Enforcement memorial at the Courthouse, 2^nd by Spencer. Motion Carried

e.     Discussion and possible action on approving a possible ATV/UTV trail plan through the closed Sauk County Landfill- Motion by Anderson to approve the Proposed ATV/UTV trail plan through the closed Sauk County Landfill contingent on an acceptable MOU being reached and the species study findings, 2^nd by Spencer. Motion Carried

f.   Discussion and possible action on creating a county wide memorial policy Motion by Spencer to postpone until next meeting to allow department head input, 2^nd by Chrisler Motion Carried.

g.   Discussion and possible action on modifying how the bills are approved each month by the Property Committee Motion by Anderson to give the Building Services to pay expected monthly expenses without mid-month approval, 2^nd by Chrisler. Motion withdrawn. No Action

     h. Discussion and possible action on resolution to enter into a multi- year Chiller maintenance contract with Johnson Controls Inc. Motion by Gruber approve the multi-year Chiller maintenance contract with Johnson Controls Inc., 2^nd by Chrisler. Motion Carried

     i.      Update on Courthouse bathroom & West Sq. office remodel project- Ian updated the Committee on the remodel project

8.       Building Services Capital Projects Update Ian discussed the Capital Projects update with the Committee

9.        Review and Approval of Vouchers Motion by Gruber to approve the vouchers in the amount of $449,905.83, 2^nd by Anderson.  Motion Carried

11. Adjourn Motion by Gruber to adjourn, 2^nd by Anderson. Motion Carried
