SUBJECTS FOR DISCUSSION:
1.    Call to Order and Certify Compliance with Open Meeting Law
2.    Adopt agenda
3.    Adopt draft minutes of the September 1st meeting
4.    Public Comment
5.      It is anticipated that the Committee may enter into closed session pursuant to Wis. Stat. s. 19.85(1)(e) for the purposes of deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business whenever competitive or bargaining reasons require a closed session. (Topic: Discussion and Possible Approval to Purchase Property at 616 Linn Street, Baraboo, WI 53913). A roll call vote will be taken to go into closed session and return to Open session.

1.     Meeting called to order by Detter at 4:30 p.m. Compliance with Open Meeting Law was met (WIS. STAT. 19.84)

2.    Adopt Agenda:  Motion by Spencer to adopt the Agenda, 2nd by Gruber, Motion Carried

3.     Adopt draft minutes of the September 1st meeting: Motion by Chrisler to adopt the draft minutes, 2nd by Gruber.  Motion Carried.

4.    Public Comment- Laurie Hasenbalg spoke to the Committee regarding the ATV trail.

5.    It is anticipated that the Committee may enter into closed session pursuant to Wis. Stat. s. 19.85 (1) € for the purposes of deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business whenever competitive or bargaining reasons require a closed session. (Topic: Discussion and Possible Approval to Purchase Property at 616 Linn Street, Baraboo, WI 53913). A roll Call vote will be taken to go into closed session and return to Open Session.

Roll Call to go into closed session: Gruber- yes, Spencer-yes, Chrisler-yes, Detter-yes, Teelin-absent, and excused. Motion Carried to go into closed session at 4:35pm.

Roll call to go back into open session: Gruber-yes, Spencer-yes, Chrisler-yes, Detter-yes, Teelin- absent and excused. Motion Carried. Time: 4:49pm.

 

Motion by Gruber to move 8E & 8F above item #6, 2nd by Chrisler. Motion Carried

7.   Business Items:

     a.      Treasurer’s Report – no updates

8.  Buildings, Communications/Towers & Landfill Updates – Ian Crammond

           a. Building Services Monthly Report- William and Ian reviewed the monthly report with the committee.

     b. Communications Monthly Report- Phil discussed the communications report with the committee.

           c. Courthouse/Human Services Reedsburg Construction Update Ian discussed the progress of the construction sites.

           d. Update from Ad Hoc Highway committee members – there was a groundbreaking ceremony and progress continues with the new Highway Shop.

           e. Discussion on the next steps and how to proceed with adding an ATV trail at the closed Sauk County Landfill – Spencer discussed having the Committee go forward looking at the DNR reports and continuing to move forward with the research of the closed Landfill.

           f. Discussion and possible action on 2023 Building Services & Landfill Budgets Ian discussed the proposed budget with the committee. Motion by Gruber to approve the 2023 Building Services & Landfill budgets, 2nd by Chrisler Motion Carried.

       g. Discussion and possible action on to allow the consumption of alcoholic beverages on the Courthouse & or West Square Building Property Discussion followed regarding the update to the policy. Motion by Spencer to approve the updated policy, 2nd by Gruber. Motion Carried

       h. Discuss and consider a motion to have the administration research the selling of the Healthcare Center- Motion by Gruber to task the Administrator to research selling the Healthcare Center, 2nd by Spencer. Motion Carried

  

 

9.     Building Services Capital Project updates- Ian discussed the Capital Project updates

10.  Review and Approval of Vouchers: Motion by Gruber to approve the vouchers in the amount of $ 183,217.35 2nd by Chrisler. Motion Carried.

11.  Next Meeting: November 3rd, 2022 @ 4:30 pm.

12.  Adjourn:  Motion by Gruber to adjourn, 2nd by Spencer. Motion Carried
