Others Present: Cindy Bodendein, Cathy Warwick, Amy Lee, Todd Liebmann, Mitch Lohr
The meeting was called to order at 5:30 p.m. by Stehling.Certification of the open meeting law was noted.
Motion by Zobel to approve the January 20, 2014 Public Health Board Agenda with the adjustment to move section 6. A. “Discussion and possible approval of the South Central Environmental Health Consortium Memorandum of Understanding” to 6:00 p.m., second by Czuprynko. Motion carried.
Motion by Czuprynko to adopt the minutes of the December 9, 2013 Public Health Board Meeting, second by Nobs.Motion carried.
Communications: Bodendein had emailed: the article “Tobacco Free News” from the South Central Wisconsin Tobacco Free Coalition, “Melby recognized for tobacco prevention” from the WiscNews.com, Ho-Chunk funding allocation and resolution. Other communications handed out; 2013 Wisconsin Health Statistics, “More young kids hurt on farms” from the Wisconsin State Journal 12/23/13, Public Health Directors Monthly Report.

Business Items for Discussion and/or Action:
- Bodendein discussed Nurse Family Partnership (NFP). Public Health is moving forward with NFP, they have a meeting with Dane County on January 29, 2014, to discuss a Memorandum of Understanding and will also be partnering with Dane County and Ho-Chunk discussing for NFP. Bodendein reported that the Health Department was awarded a portion of the Ho-Chunk money from Finance Committee. $40,000 for start up costs and required training for the Nurse Family Partnership program, $2,500 for the Seal a Smile Program to purchase a new compressor and $2,500 for the Rural Safety Days program.
- Accreditation Update – Bodendein provided a power point presentation on Domain 3 for Accreditation which covered education, policies, processes and prevention.
- Bodendein reported on the Community Health Improvement Plan.
- The Functional Group has not met.
- Warwick reported on the Affordable Care Act. Enrollment Fair on December 12, 2013 from 9:00 a.m. to 4:00 p.m., in Baraboo. 38 people were served and 11 requested follow-up assistance. There will be two more Enrollment Fairs coming up; one on February 17, 2014 from 9:00 a.m. to 5:00 p.m., and another on March 5, 2014 from 10:00 a.m. to 7:00 p.m. There is also a new location in Sauk City. Every Tuesday, there will be sign up available at the Sauk City Library to assist with the Affordable Care Act enrollment process.
- Bodendein reported on State Health ranking and report card. Sauk County fell in the health rankings. Sauk County was 8th place in 2011, 13th place in 2012 and 20th place in 2013.
- At 6:00 p.m. Discussion of South Central Environmental Health Consortium (SCEHC) Memorandum of Understanding (MOU). Lohr presented a power point presentation on the three county consortia. Lohr explained that the MOU serves several areas including; the Accreditation process requires a MOU be in place; provides a legal foundation for the shared services of the three counties involved in the consortia, and provides consistency for policies, procedures and ordinances. Motion by Nobs to approve the SCEHC Memorandum of Understanding, second by Zobel. Motion carried.
Department Updates:
- Reviewed the monthly financial reports for December 2013.
- Motion to approve the December 2013 invoices of $13,357.89 by Zobel, second by Miller. Motion carried.
- WPHA/WALHDOB – No report.
