Members Present:          Don Nobs, Wally Czuprynko, John Miller, Donna Stehling, Stacy Zobel,  Amy DeLong, Ken Carlson

Members Absent:           None

Others Present:             Cindy Bodendein, Cathy Warwick, Amy Lee

The meeting was called to order at 5:31 p.m. by Stehling.Certification of the open meeting law was noted.

Motion by Nobs to approve the October 21, 2013 Public Health Board Agenda, second by Czuprynko. Motion carried.

Motion by Zobel to adopt the minutes of the September 16, 2013 Public Health Board Meeting, second by Nobs.Motion carried.

Communications:  Bodendein had emailed:  an email from Rep. Smanatha Kerkman dated 09/26/13 regarding Co-sponsorship pf LRB-2250/1: Intoxicated Cosleeping Bill, NACCHO – Impact on CDC, “Rural Cancer Network (RCaN) Launches in Sauk County: 10/16/13.

Public Comment:  None

Business Items for Discussion and/or Action:

  1. Discussion Election of officers for Vice Chair of Public Health Board.  Motion by Zobel to consider Carlson as Vice Chair second by Czuprynko.  All in favor of electing Carlson as Vice Chair, motion carried unanimously.
  2. Possible closed session pursuant to Wis. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the [governmental] body has jurisdiction or exercises responsibility. Performance evaluation of Public Health Director/Health Officer, tabled until next month meeting.
  3.  Bodendein reported on 2014 Budget after Finance Review.  Carlson requesting information regarding what the threshold for expenditure for the home care program is and what would be considered typical variability and tolerance levels.
  4. Discussed the consideration of travel expense in excess of 300 miles for two Public Health staff members to attend Accreditation training in Washington D.C..  Motion by Miller to approve travel request for two Public Health staff members to attend Accreditation training in Washington D.C., second by Czuprynko. Motion carried.
  5. Bodendein reported on Community Health Improvement Plan. Specifically the Substance Abuse Forum on October 30, 2013.

Department Updates:

  1. Reviewed the monthly financial reports for September 2013. Discussed alternative methods of advertising –social media, website vs. phone book in 2014.
  2. Motion to approve the September 2013 invoices of $21,854.23 by Zobel, second by Miller.  Motion carried.
  3. WPHA/WALHDOB – Bodendein reported that it was a sort meeting due to training FBI with silos for preparedness.

  1.  Accreditation –  Domain #2
  2. Performance Evaluation of Public Health Director/Health Officer
  3. Report on Influenza and Whooping Cough
  4. Will send out survey Monkey re: changing date of Board of Health Meeting

Next meeting date:  tentatively Monday, November 18, 2013, at 5:30 p.m. May change with results of survey.

Motion by Carlson, second by DeLong to adjourn the meeting.  Motion carried.  The time was 6:56 p.m.
