Members Present: Don Nobs, Joan Smoke, John Miller, Donna Stehling, Stacy Zobel, Ken Carlson, Amy DeLong

Others Present: Cindy Bodendein, Cathy Warwick, Amy Lee
The meeting was called to order at 5:30 p.m. by Smoke.Certification of the open meeting law was noted.
Motion by Nobs to approve the August19, 2013 Public Health Board Agenda, second by Carlson. Motion carried.
Motion by Miller to adopt the minutes of the July 15, 2013 Public Health Board Meeting, second by Zobel.Motion carried.
Communications: Bodendein had emailed the BOH Brief July 2013, SCW Tobacco Free Coalition Newsletter, RWJF News Digest: Public Health – Changes in SNAP Grant, Advances – Obesity Rates Drop Among Young Children, Packet from August 15, 2013 Joint WPHA-WALHDAB Public Affairs Committee Meeting. Bodendein handed out “Wis Admin Code s ATCP 60.235” regarding raw milk.

Business Items for Discussion and/or Action:
- Reviewed and discussed the Draft 2014 Budget for Public Health, Home Care, WIC (Women Infants and Children) and Environmental Health departments. Discussed new positions and roles of the .25 FTE Dental hygienist and 1.0 FTE Systems Analyst. Discussed tax levy support for the Home Care program. Motion by Smoke to approve the combined budget Draft 2014 for Public Health, Home Care, WIC (Women Infants and Children) and Environmental Health departments in the amount of $2,278,811.00, second by Miller. Nobs – Nay, Stehling-Aye, Zobel – Aye, Smoke – Aye, Miller – Aye, DeLong – Aye, Carlson – Aye. Motion carried.
- Discussed Environmental staff attending National Radon Conference in Springfield Illinois on September 22-25, 2013. Motion to approve travel for one Environmental staff to attend the National Radon Conference in Springfield Il, by Nobs, second by Smoke. Motion carried.
- Discussion and completion of WAHLBAB survey for the Strategic plan. Motion to table until September meeting by Smoke, second by DeLong. Motion carried.
- Warwick reported on Seal-A-Smile Grant we were awarded over $18,000. In the grant award letter they also said there was more money available. We will try to capture as much as we can to promote the growth of that program.
- Warwick reported on Accreditation. Cindy is completing the application process.
- Miller reported on the Tobacco Coalition. Miller handed out a communication from Jeff Melby, sent 08/19/13 elaborating on the “N-O-T” (Not on Tobacco) cessation program. Success rate in this program is 20-30%.
- Bodendein reported that the Functional Group met, to go over their Form 1 for the budget meeting to Finance.
Department Updates:
- Reviewed the monthly financial reports for July 2013.
- Motion to approve the July 2013 invoices of $12,399.62 by DeLong, second by Zobel. Motion carried.
- WPHA/WALHDAB – Stehling reported on the WALHDAB meeting. Focused on preparedness for fatality management, Safe Milk Coalition bill and Workplace wellness bill will be coming this fall in the legislature.
Public Comment: None – Motion by Nobs, to remove the second Public Comment from the end of the agenda, second by Smoke. Motion carried.
