The meeting was called to order at 5:30 p.m. by Smoke.Certification of the open meeting law was noted.
Motion by Nobs to approve the May 20, 2013 Public Health Board Agenda, second by Carlson. Motion carried.
Motion by Miller to adopt the minutes of the April 15, 2013 Public Health Board Meeting, second by Nobs.Motion carried.
Communications: NALBoH Board of Health Brief, Network for Public Health Law-Frac Sand Mining and Public Health, RWJF-The Oregon Experiment all sent via email. Article from Smithsonian.com, The 20 Best Small Towns to Visit in 2013, Baraboo, Wisconsin was listed as #4.

Business Items for Discussion and/or Action:
- Discussion of possible submission of resolutions to the WCA in conjunction with the WCA Annual Conference. Conclusion, no resolutions to be brought forward at this time.
- Discussion and review Mid-Term Assessment results.
- Report by Jody Bruni on Keeping Kids Alive. Jody is the Child Death Review coordinator for Sauk County. This program works with various disciplines and departments with-in the county. (i.e.: Sheriff’s department, Coroner, Child Protective Service, Pediatricians, Local Police departments, EMS, etc.) and accesses the death of children in Sauk county ages 0 to 21 years. This group meets quarterly and analyzes current cases, and identifies causes to help prevent future incidents. A report is compiled and submitted to the state. The submitted information is then entered in a much larger state based report. Bruni shared that there is some proposed legislation coming up to regulate the process of these meetings and reporting requirements to assist in a uniform approach to conducting highly confidential meetings. Some counties are currently having open meeting and some are having closed meetings.

Carlson reported on the Community Health Improvement plan HPSA for Mental Health. The meeting was held on May 9, 2013. Ann Dopp, from the state, shared that Sauk County qualifies for the provider shortage area for Psychiatry. Reedsburg and Sauk hospitals were present for the meeting as well as staff from the Human Services department. Carlson went over the 10 key points to consider “What would you do if you lived in Sauk County?”
- Become a National Service Site
- Share providers
- Encourage clinics to become rural health clinics
- J1 Visa Waiver
- Community Health Center – federal grant for shortage areas (18 in Wisconsin)
- Put collective heads together
- Address transportation issue
- Model transitions of Care Group
- Better use the capacity we do have by changing business practices
- Have a planning session and put together a roadmap
There is grant money and student loan reimbursement funds available to help hire another part-time psychiatrist for the Sauk area. Medication management is a huge area of concern for psych meds. There are currently not enough openings for patients/clients to be seen regularly. Carlson noted that we may have to be creative and use “Tele-Health” to assist in the staffing process. Tele-Health is a 2 way screen that is used via the internet that enables the psychiatrist to see the patient and the patient see the psychiatrist. This would allow other areas to share resources for a part time psychiatrist.
- For the Accreditation process the Board of Health watched the video – “Governing Board Perspectives on Public Health Accreditation – An Overview.” The next few months the board will continue to watch Accreditation videos as part of the Accreditation process.
- Functional Group report. They have not met.
Department Updates:
- Reviewed the monthly financial reports for April 2013.
- Motion to approve the April 2013 invoices of $21,950.75 by Nobs, second by Miller. Motion carried.
- Stehling was absent. Will have a full report on the WPHA/WALHDOB Annual Conference next month.
