The meeting was called to order at 5:30 p.m. by Smoke.Certification of the open meeting law was noted.
Motion by Nobs to approve the April 15, 2013 Public Health Board Agenda, second by Zobel. Motion carried.
Motion by Miller to adopt the minutes of the March 18, 2013 Public Health Board Meeting, second by Zobel.Motion carried.
Communications: Quarterly Tobacco news letter for the MJC sent via email

Business Items for Discussion and/or Action:
- Steve Pate shared the AllScripts Implementation Status Report. Provided a handout for discussion. This will probably be the last status report from Steve, because of “Go Live” April 1, 2013. Pate stated that the Public Health Department staff has done a fantastic job with this implementation. Pate stated, “The staff came prepared, full of enthusiasm and great to work with. They have a great work ethic.” This project came in on time and under budget. The outstanding issues are the All Docs component (which is the imaging system. Coming up there will be a few post live operation visits. The Allscripts representative will be on site this coming in week and at least one more time in May. Kudos to Cathy Warwick and public health staff.
- Bodendein provided a handout for presentation of possible Immunization rate increase to cover cost. Discussion. Motion by Nobs to approve immunization rate increases as presented, second by Smoke. Motion carried
- Discussion of Strategic issue. Effectively and efficiently distribute county resources to meet the health care needs of all the citizens of Sauk County. Growing need for home care skilled nursing and physical therapy, aging demographic with increased acuity, requiring more homecare and nursing home care, mental health professional shortage area, increase drug and alcohol use, returning veterans. Discussed priorities for the April 25, 2013 Midterm assessment meeting presentation.
- Bodendein reported on the Public Health Medical Advisor. Dr. Stewart Hannah has accepted the position. Currently working with Todd in Corp Council for clarification of tasks and responsibilities for the Public Health Medical Advisor position.
- Bodendein reported on the Community Health Improvement plan. There is a CHIP meeting coming up on May 9, 2013 with Ann Dopp and Sherry Siemers, from the State of Wisconsin. Invitations went out to all state representatives. The discussion will focus on the Mental Health professional shortage in this area.
- Bodendein reported on Accreditation process. They are working on policies with Mentor, Wood County, next week. Will be bringing policies to the Board of Health meetings in the future.
- Functional Group report. They have not met.
Department Updates:
- Reviewed the monthly financial reports for March 2013.
- Motion to approve the March 2013 invoices of $21,648.82 by Smoke, second by Zobel. Motion carried.
- WPHA/WALHDOB report. Discussed Nurse Family partnership, a home based visitation program in Colorado, evidence based, has had great success. Discussed the youtube video “The 5 S’s” regarding Suck, Swaddle, Shush, Swing and Sooth as part of the Nurse Family partnership program. Emergency Management exercise on June 7, 2013. There will be a team going from Sauk County. Public Health Nurse, Annie Allen will be coordinating the team. WALHDOB annual conference next month. Smoke and Zobel will be attending with Board of Health approval.
