The meeting was called to order at 5:30 p.m. by Stoeckmann. Certification of the open meeting law was noted.
Moved by Nobs, second by Haugen to approve the agenda. Motion carried.
Moved by Haugen second by Clement, to adopt the minutes of the February 2011 Public Health Board Meeting. Motion carried.
Communications: Bodendein distributed letter of appreciation for Home Care Department and nurse Dawn Thompson from Beverly Vaillancourt. Bodendein also distrubuted NALBOH NewsBrief .
Public Comment: Introduction of Environmental Health Staff; N. Oasen, J. Huelsemann and M. Lohr. Introduction of J. Melby from Sauk County Tobacco Coalition.
Business Items for Discussion and/or Action:
- A. J. Melby gave a report on Sauk County Tobacco Coalition goals and hurdles to overcome to achieve goals. Working closely with Sauk County Sheriffs Department and Sgt. K. Fults. Discussed the number of under cover investigations on business selling tobacco products to underage citizens has declined since 2009 due to budget cuts. Previously 180 investigations were done per year currently down to 85 investigations per year. An additional concern is the “Other” tobacco product marketed toward children (i.e. Snus, Chewing tobacco, Dissolvables and Cigars/Cigarellos) Discussion of of Sauk County Smoke Free Ordinance.
a. Motion by DeLong second by Stehling for the Board of Health to support the creation and adoption of a Sauk County Smoke Free Ordinance and use the State Ordinance format as the model. Yeh – MB, AD, JS, DS, SC. Neys – LH, DN. Motion carried.
- B. Oasen gave a report on Enviromental Health program. Discussion on the DATCP Retail Food Safety Program and South Central Environmental Healt Consortium Agent Status Program Policy and Procedure.
a. Motion by Clement second by Burns to Approve the DATCP Retail Food Safety Program and South Central Environmental Health Consortium Agent Status Program Policy and Procedure. Motion carried.
- C. Stoeckmann reported that she had been appointed to the oversight committee for the The Management Group/Special Committee. This committee will gather information to maximize the coordination of Public Health, Human Services and Aging and Disability Resource Center and make recommendations of their findings. Will report information of those meetings to BOH on a regular basis.
- D. Bodendein discussed Needs Assessment Meeting. Public Health Department and three Hospitals are working together and have come up with one common project goal. Decrease BMI (Body Mass Index) by 6%. Create a focus group of children and adults and work on a “Family Trip Around America.” They will come up with a strategic plan on how to get parents to buy in to the program and how to promote.
- E. Stehling reported that Continum of Care Committee hasn’t had a meeting – Nothing to report.
Department Updates:
- A. Financial and Monthly reports were reviewed for February 2011.
- B. Motion by Nobs and second by DeLong to approve February 2011 invoices of $22,266.82. Motion carried.
- C. Haugen shared that he will provide WPHA/WALHDAB Legislative updates from the State.
