The meeting was called to order at 5:30 p.m. by Stehling.Certification of the open meeting law was noted.
Motion by Miller to approve the April 14, 2014 Public Health Board Agenda, second by. Carlson. Motion carried.
Motion by Zobel, to adopt the minutes of the February 10, 2014 Public Health Board Meeting, second by Miller.Motion carried.
Communications: Bodendein had emailed: Robert Wood Johnson(RWJF) Issue brief-Education: It Matters More to Health than Ever Before, 2/25/2014; Centers for Disease control and Prevention (CDC) 2/21/ 2014 Alcohol related articles; ACA enrollment data 2/14/2014; Man Therapy Program Available 2/14/2014; RWJF Issue Brief Long Term Care: What are the Issues? 2/2014; Surgeon General’s Report on Smoking and Health 3/2014; News From Washington 4/4/2014; “County‘s Health is middling” Baraboo News Republic 3/27/14; “Smoking Proves Hard to Shake Among the Poor” The New York Times 3/31/2014.

Business Items for Discussion and/or Action:
- Bodendein reported the Nurse Family Partnership MOU has been signed by Dane County.
- Bodendein reported on efforts being undertaken by the Health and Human Services functional Group to evaluate methods to better provide services by working across departments. Discussions are taking place among the Health, Human Services, Health Care Cent and ADRC department heads and Kathy Schauf. More information will be provided at the next BOH meeting.
- Accreditation, Bodendein presented a power point for Domain #5. Discussion followed.
- Bodendein reported on the enrollment fairs. Actual numbers will be sent to the BOH.
- Bodendein reported on the Strategic Plan. Long term goals; Departmental prioritization of department program. Plan to start Nurse Family Partnership in 2014, Environmental Health Consortium Memorandum of Understanding and possible Full Agent status, become a fully Accredited Health Department, and progress with the Community Health Improvement Plan. Short term goals that were met in 2013 were; WIC clinics are now upstairs, the education of Accreditation process and clean sweep.
- Bodendein reported on the Community Health Improvement Plan. Mental Health was the focus of the meeting. Several initiatives are being undertaken to increase the provision of mental health services to the county.
Department Updates:
- Reviewed the monthly financial reports for February and March 2014.
- Motion to approve the February 2014 invoices of $15,602.74 by Carlson, second by Zobel. Motion carried. Motion to approve the March 2014 invoices of $17,774.10 by Carlson, second by Delong. Motion carried.
- WPHA/WALHDOB – Bodendein gave the Southern Region report. Discussions concerning communication issues with the state were brought forward. The March report was submitted by Stehling and was included in the board packet.

Next meeting date: The next meeting date will be, May 12, 2014 at 5:30 p.m.
Motion by DeLong, second by Miller to adjourn the meeting. Motion carried. The time was 6:56 p.m.
