ORDER OF BUSINESS.
The meeting was called to order by Meister at 1:30 P.M. and was certified to be in compliance with the Open Meetings Law.
AGENDA.
The Personnel Committee received request from member of the public to include public comment. Motion by P. Tollaksen, second by C. Held, to adopt the amended agenda, with the inclusion of public comment. Motion carried.
MINUTES.
Motion by H. Netzinger, second by P. Tollaksen, to approve the March 28, 2013, regular business meeting minutes as sent, with one correction. S. Alexander abstains from vote due to absence at meeting. Motion carried.
PUBLIC COMMENT.

COMMUNICATIONS.
None
WCA WHOLE LIFE PRESENTATION.
M. Blaska, Director of Programs and Services for WCA, appeared to present information regarding a voluntary whole life program available to employees and County Board Supervisors through a Boston Mutual. The voluntary whole life plan has an anticipated cash value of 4.25% and is portable. Deductions are made on a post tax basis. No action taken, item postponed until next meeting.
STRATEGIC ISSUES.
Two strategic issues were previously discussed at the March meeting. Additional discussion ensued regarding the Affordable Care Act (ACA) and issues affiliated with the classification and compensation analysis. Agreed the completion of the classification and compensation analysis was of great importance at this juncture. Although there continues to be a great deal of uncertainty regarding the ACA, will be an issue of importance in the future. Motion by P. Tollaksen, second by S. Alexander, to approve strategic issues as identified. Motion carried.
AFSCME LOCAL 360 FOUR DAY WORKWEEK SIDE LETTER.
The annual four day workweek side letter between Sauk County and AFSCME Local 360 requires the approval of the Personnel Committee. Copy of side letter received from Highway Department distributed. Motion by P. Tollaksen, second by H. Netzinger, to approve the side letter as presented. Motion carried.
CLOSED SESSION PERFORMANCE APPRAISAL.
Motion P. Tollaksen, second by C. Held, to enter into closed session pursuant to Wis. Stats. § 19.85 (1) (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
Roll Call vote was taken: Meister-Aye, Tollaksen-Aye, Netzinger-Aye, Alexander-Aye, Held-Aye. Motion Carried.
Motion by P. Tollaksen, second by H. Netzinger, to reconvene in open session. Motion carried
DEPARTMENTAL UPDATE.
M. Posewitz distributed the monthly activity report including meetings, recruitments, terminations, labor activities, EAP utilization and benefits information. There will be carry forward requests for Section 125 forfeitures, classification and compensation analysis and MIS projects. Posewitz presented the Committee with the monthly unemployment statistics and wellness program initiatives. The recent interest arbitration decision was also discussed; the item does not require Board action since the decision of the arbitrator is binding. Motion by H. Netzinger, second by C. Held, to approve monthly report and pay invoices in the amount of $4,375. Motion carried.
Motion by H. Netzinger, second by C. Held, to adjourn until May 10, 2013 at 1:30 p.m. for regular business meeting. Motion carried.
