ORDER OF BUSINESS.
The meeting was called to order by Meister at 12:30 P.M. and was certified to be in compliance with the Open Meetings Law.
AGENDA.
Motion by P. Tollaksen, second by C. Held, to adopt the amended agenda. Motion carried.
MINUTES.
Motion by H. Netzinger, second by P. Tollaksen, to approve the February 15, 2013, regular business meeting minutes as sent. Motion carried.
COMMUNICATIONS.
A. Bolin addressed the group with regard to appropriate reasons for entering into a closed session. The Office of the Attorney General was contacted and verified the competitive bidding process is exactly the type of process appropriate for a closed session. Any specific deliberations regarding the proposals to be conducted in open session.
PUBLIC COMMENT.
W. Waser regarding closed session and wage increases for Sheriff’s Department. J. Bry regarding wage compression.
CLOSED SESSION PRESENTATIONS BY FOX LAWSON, WATERS CONSULTING AND WIPFLI.
Motion P. Tollaksen, second by C. Held, to enter into closed session pursuant to Wis. Stats. § 19.85(1)(e),deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Closed session to include specific consultants, Administrative Coordinator, Personnel Director and Sheriff.
Roll Call vote was taken: Meister-Aye, Tollaksen-Aye, Netzinger-Aye, Held-Aye. Motion Carried.
Motion by P. Tollaksen, second by H. Netzinger, to reconvene in open session. Motion carried
CONSIDERATION OF RESOLUTION FOR CLASSIFICATION AND COMPENSATION ANALYSIS.
Discussion ensued regarding merits of each presentation. Formal resolution to be brought forward in April or May, dependent upon consultant’s schedule. Specific dollar amount not to exceed what is currently allocated in budgets of the Administrative Coordinator and Personnel Department. Motion by P. Tollaksen, second by C. Held, to recommend the firm of Fox Lawson to conduct the classification and compensation analysis. Netzinger-Nay. Motion carried.
SHERIFF’S DEPARTMENT.
Sheriff Meister appeared to request ability to employ a former employee and current part-time employee of the Health Care Center as a limited term employee. Motion by C. Held, second by H. Netzinger, to approve A. Gabbei to hold two positions within the County in accordance with SCCO 13.62. Motion carried.
VETERANS.
T. Tycznski appeared for travel request in excess of 300 miles to attend the National County Veterans Service Officer Association conference and training in Reno, Nevada. The training is scheduled for June 1 – 8, 2013. Motion by H. Netzinger, second by C. Held, to approve the travel request as presented. Motion carried.
STRATEGIC ISSUES.
Discussion ensued regarding the midterm assessment process. One to two strategic issues should be generated. Committee discussed the Affordable Care Act and issues affiliated with the classification and compensation analysis. Agreed the completion of the classification and compensation analysis was of great importance at this juncture.
DEPARTMENTAL UPDATE.
M. Posewitz distributed departmental budget numbers and activity report for the month including meetings, recruitments, terminations, labor activities, EAP utilization and benefits information. Posewitz presented the Committee with the monthly unemployment statistics, wellness program initiatives and deferred compensation alternatives. Motion by H. Netzinger, second by C. Held, to approve monthly report and pay invoices in the amount of $4,375. Motion carried.
Motion by H. Netzinger, second by C. Held, to adjourn until April 12, 2013, at 1:30 p.m. for regular business meeting. Motion carried.
