The meeting was called to order by T. Meister at 2:00 P.M. and was certified to be in compliance with the Open Meetings Law.

Motion by J. Lane, second by H. Netzinger, to approve the December 10, 2010, minutes of the regular business meeting minutes meeting as sent. Motion carried.

CONSIDERATION OF RESOLUTION CREATING A CONSERVATION, PLANNING & ZONING DEPARTMENT.
K. Schauf presented information with regard to proposed structure of the combined Conservation, Planning & Zoning Department. M. Posewitz provided copy of the draft position description reflective of combination of both department head positions. Motion by P. Tollaksen, second by A. Lombard, to approve the resolution as presented. Motion carried.
HIGHWAY.
M. Posewitz presented information on behalf of the Highway Commissioner regarding request to conduct recruitment to fill vacant Mechanic position. Motion by P. Tollaksen, second by H. Netzinger, to conduct recruitment for Mechanic position as presented. Motion carried.
HUMAN SERVICES.
B. Orth presented information regarding request to conduct recruitment for vacant Psychiatric Nurse position within the CSP Unit. The vacancy is due to a retirement within the unit. Position will be filled with an individual currently on layoff status. Motion by A. Lombard, second by J. Lane, to conduct recruitment for Psychiatric Nurse position as presented. Motion carried.
HUMAN SERVICES.
S. Box presented information regarding travel request in excess of 300 miles for the annual CMHC conference in Florida. All affiliated trip expenses should not exceed $2,350, for two staff members. Motion by H. Netzinger, second by A. Lombard, to approve travel request in excess of 300 miles. Motion carried.
HUMAN SERVICES.
E. Scanlon requested title change of Training Specialist position to Mental Health Technician for compliance reasons. Motion by A. Lombard, second by H. Netzinger, to approve the title change as presented. Motion carried.
PUBLIC HEALTH.
C. Bodendein appeared to request internal promotion of M. Lohr to Environmental Health Technician (project position). Motion by P. Tollaksen, second by A. Lombard, to approve internal promotion of M. Lohr to Environmental Health Technician (project) effective upon passage. Motion carried.
MIS.
Pate presented a draft Social Media Policy to be incorporated into the Technology Policy. Motion by J. Lane, second by A. Lombard, to approve the Social Media Policy. Motion carried.
AFSCME LOCAL 252.
N. Rainford presented information regarding Grievance No.2010-15, regarding employee disciplinary issue. Motion by P. Tollaksen, second by J. Lane, to deny Grievance No. 2010-15. Motion carried.
AFSCME LOCAL 252.
N. Rainford presented information regarding Grievance No.2010-16, regarding employee disciplinary action. Motion by P. Tollaksen, second by A. Lombard, to reduce Grievance No. 2010-16, from written warning to verbal warning. Motion carried.
CLOSED SESSION EMPLOYEE GRIEVANCES AND INTEREST ARBITRATION.
Motion P. Tollaksen, second by H. Netzinger, to enter into closed session pursuant to Wis. Stats. § 19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations to include those individuals present that are specifically germane to the business being addressed. Roll Call vote was taken: Meister-Aye, Tollaksen-Aye, Netzinger-Aye, Lombard- Aye. Lane-Aye. Motion Carried.

SHERIFF’S DEPARTMENT.
Sheriff Meister appeared to request the internal promotion of K. Fults to Chief Deputy. Motion by P. Tollaksen, second by A. Lombard, to approve internal promotion of K. Fults to Chief Deputy, effective January 3, 2011. Motion carried.
SHERIFF’S DEPARTMENT.
Sheriff Meister appeared to request the internal promotion of J. Spencer to Field Services Captain. Motion by J. Lane, second by P. Tollaksen, to approve internal promotion of J. Spencer to Field Services Captain, effective January 3, 2011. Motion carried.
DEPARTMENTAL UPDATE:
M. Posewitz distributed the activity report for the month including meetings, recruitments, terminations, labor activities and benefits information. Posewitz presented the Committee with the monthly unemployment statistics, updates on the department budget and other issues. Committee was also updated regarding progress of the Ad Hoc Committee formed for the potential consolidation of Planning and Zoning, Land Conservation Departments. Recruitment to be conducted for the Conservation, Planning & Zoning Director. Motion by P. Tollaksen, second by H. Netzinger, to accept the Departmental Update as presented and to approve the bills in the amount of $1,755.49. Motion carried.
Motion by J. Lane, second by P. Tollaksen, to adjourn until February 11, 2011, at 2:00 p.m. for regular business meeting. Motion carried.
