A quorum of the Sauk County Executive & Legislative Committee will be present at this meeting due to three supervisors serving on both Executive & Legislative and Finance Committees.
REASON FOR MEETING: SPECIAL
SUBJECTS FOR DISCUSSION:
1. Call to Order and Certify Compliance with Open Meetings Law.
2. Election of Chairperson for this joint committee meeting.
3. Adopt Agenda.
4. Public Comment.
5. Human Services – Consideration of Resolution Authorizing the Department of Human Services to Create one full-time Assessment/Early Intervention Therapist Position.
6. Human Services – Consideration of Resolution Authorizing the Department of Human Services to Create one full-time Economic Support Resource Specialist Position.
7. Consideration of Resolution Authorizing the 2013 Adjustment for Non-Represented Employees’ Salaries Effective January 1, 2013.
8. Adjournment.
Immediately following the adjournment of the joint committee meeting, the Personnel Committee will reconvene in Room 213 and the Finance Committee will meet in the County Board Room for their regular business meetings. It is estimated that this will be at 1:30 p.m., but the exact time may vary.

The meeting was called to order by Finance Committee Chairperson Bychinski 1:00 PM. Certification of open meeting compliance was given.
Motion by Tollaksen, second by Held to nominate Bychinski to serve as chair of the joint meeting and close the nominations and unanimously elect Bychinski. Motion carried. Motion by Tollaksen, second by Wenzel to allow supervisors to comment for 3 minutes after agenda items. Motion carried. Motion by Lombard, second by Fordham to adopt the agenda. Motion carried.
Public Comment:
Michael Goetz commented on represented employees request for 2013 wage increase.
Human Services – Consideration of Resolution Authorizing the Department of Human Services to Create one full-time Assessment/Early Intervention Therapist Position.
Orth updated committee on Human Service’s 2013 levy request. He reviewed the history of programs, revenues and efficiencies. Requested position will be partially funded by Medicaid and reinvested funding currently in department. This position will assess and support families with serious needs and decrease costly placements. Discussed with board issues in department is position is not approved. Committee discussed quality of care, timeliness of intervention, funding, tax collections and direction of health care. Alexander noted the Human Services oversight committee approved this request.
Human Services – Consideration of Resolution Authorizing the Department of Human Services to Create one full-time Economic Support Resource Specialist Position.
Orth reviewed increasing unmanageable caseloads, staff turnover and complication of the program. Position is 50% Federal funded. Orth commented if caseloads decrease and staff is not needed, staff will be decreased. Alexander noted the Human Services oversight committee approved this request.
Dawson and Goetz commented on Human Services requests.
Motion by Alexander, second Lombard by to approve the Resolution Authorizing the Department of Human Services to Create one full-time Assessment/Early Intervention Therapist Position. Unanimous aye vote by both committees. Motion carried.
Motion by Fordham, second by Alexander to approve the Resolution Authorizing the Department of Human Services to Create one full-time Economic Support Resource Specialist Position. Unanimous aye vote by both committees. Motion carried.
Consideration of Resolution Authorizing the 2013 Adjustment for Non-Represented Employees’ Salaries Effective January 1, 2013.
Posewitz noted this increase is included in all respective department budgets as directed by committee at the joint meeting in July. Non represented group also includes the Sheriff Department’s non-sworn employees. Lane commented the budget has a net levy decrease which includes this adjustment; he also noted most departments were very diligent in budgeting. The Committees discussed wage compression and a compensation classification study for all county employees. Current 2013 budget does not include funding or expense for study. Several on the Committee showed strong support for a full classification study. Motion by Lombard, second by Held to approve the Resolution Authorizing the 2013 Adjustment for Non-Represented Employees’ Salaries Effective January 1, 2013. Vote called: Finance Committee: Bychinski-Aye, Fordham-Aye, Lane-Aye, Lombard-Aye, Wenzel-Aye. Personnel Committee: Alexander-Aye, Held-Aye, Meister-Nay, Netzinger-Aye, Tollaksen-Aye. Motion carried.
Motion by Lombard, second by Lane to adjourn the meeting. Motion carried.
