The meeting was called to order by Finance Committee Chairperson Bychinski at 8:00 AM. Certification of open meeting compliance was given. Motion by Fordham, second by Netzinger to nominate Bychinski to serve as chair of the joint meeting. Motion by Krueger, second by Fordham to close the nominations and cast a unanimous ballot for Bychinski. Motion carried.
Motion by Lombard, second by T Meister to adopt the agenda. Motion carried.

Discussion and Consideration of the Regional Conservation Partnership Program to be administered by the Conservation, Planning and Zoning Department.
Resolution Authorizing Director Of Conservation, Planning, And Zoning Department To Enter Into A Five-Year Regional Conservation Partnership Program Agreement With The USDA-Natural Resources Conservation Service And Create 1.0 Full-Time Conservationist Project Position
Michalek commented it is likely the program funding will be awarded. The resolution includes authorization to enter into the program and hire a position. The Committee discussed the benefits to the county and land owner obligations. Michalek and Cunningham confirmed the need for the additional staff. The Committee commented on the importance of quality water resources. Motion by Krueger, second by Fordham to approve the Regional Conservation Partnership Program to be administered by the Conservation, Planning and Zoning Department And Authorizing Director Of Conservation, Planning, and Zoning Department To Enter Into A Five-Year Regional Conservation Partnership Program Agreement With The USDA-Natural Resources Conservation Service And Create 1.0 Full-Time Conservationist Project Position. Motion carried.

Bodendein reviewed changes in positions, duties and funding. Motion by Krueger, second by Dent to Create A Part Time Health Educator Position For The Sauk County Health Department Within the 2015 Budget Process. Motion carried.
Full Time Public Health Administrative Support/ Receptionist Position
Bodendein and Warwick reviewed current position reallocations related to Home Care Program transfer to the HCC, nutrition programs from the ADRC to WIC, and expansion of prenatal care coordination and nurse family partnership. She noted the position’s duties would also include program data entry tasks. Gochanour reviewed how the HCC and Home Care can complement each other and potential efficiencies. Readmission penalties were discussed and with the focus on discharge and transition of care planning. The committee discussed the opportunity to move the program with evaluation outside of the budget process to consider whether the county should provide the service at all. Motion by T Meister, second by Dent to Create A Full Time Public Health Administrative Support/Receptionist Position For The Sauk County Public Health Department Within The 2015 Budget Process with the stipulation that the Home Care transfer be reviewed in detail. Motion carried.

Orth reviewed the caseload and need for services. Human Services departmental levy decrease was reviewed by Orth. Motion by Krueger, second by Fordham to Authorize The Department Of Human Services To Create One Full Time (1.0 FTE) Child Protective Services Social Worker Positon. Motion carried.
Authorization to Create One Full Time (1.0 FTE) Economic Support Assistant Supervisor Position
Human Services departmental high caseload and staff continuity were discussed. Motion by Netzinger, second by Dent to Authorize The Department Of Human Services To Create One Full-Time (1.0 FTE) Economic Support Assistant Supervisor Positon. Motion carried.

Stieve reviewed the staffing changes, succession planning and long term staffing needs. He commented on the experience that will be required for the position. Resolution To Create One Full-Time Veterans Benefit Specialist Position For The Sauk County Veterans Service Office Effective January 1, 2015
The committee discussed possibility of exploring Network of Care website as a resource for veterans. Motion by Krueger, second by Fordham to postpone resolution until after the October 9, 2014, ADRC Committee meeting. Motion carried.
Resolution To Convert Various Positions Of Sauk County From Project Positions To Regular Positions Effective January 1, 2015
Schauf commented these positions have been in place for many years, their funding streams are secure, and there is no expectation of decreased need for their existence. Motion by Fordham, second by Krueger to Convert Various Positions of Sauk County From Project Positions To Regular Positions Effective January 1, 2015. Motion carried.
Authorizing the Sauk County Health Care Center To Create One Full-time (1.0 FTE) Home Health Director Position
Gochanour commented the intent is for the director to be a working director, reducing future costs when the program is fully transitioned. Expanded service area just outside county lines and other efficiencies were discussed. Motion by Krueger, second by Dent to Authorize Sauk County Health Care Center To Create One Full-time (1.0 FTE) Home Health Director Position. Motion carried.
Authorizing The Sauk County Health Care Center To Eliminate Four, Part-Time (.90 FTE) Unit Registered Nurse Positions And Create Four Part-Time (.90 FTE) Nurse Supervisor Positions In The 2015 Budget
Gochanour reviewed the staffing classifications and necessary staffing levels. She noted the increased salary expense will be offset by decreased overtime expense. Motion by Krueger, second by Netzinger to Authorize Sauk County Health Care Center To Eliminate Four, Part-Time (.90 FTE) Unit Registered Nurse Positions And Create Four Part-Time (.90 FTE) Nurse Supervisor Positions In The 2015 Budget. Gochanour reviewed the realignment of the nursing structure to better meet oversight and training requirements.
