Meeting Minutes

 

Committee Members Present: Bailey, Felton, Fleischman, Machovec, Pate, Schlupp

Committee Members Absent: Dederich, Deitrich, Gavin, Rathman, Seidl, Simmert,

 

1. Call to Order: Felton called meeting to order at 3:10 pm

[prior to meeting starting there was discussion and then a vote to have Felton preside over the meeting in the absence of both the chair and co-chair.]

 

2.  Adopt Agenda: Motion by Pate, seconded by Bailey to adopt agenda. Motion carried.

 

3.  Approve Minutes from May 25, 2023 meeting: Motion by Fleischmann, seconded by Pate. Motion carried.

 

4.  Public Comment: None

 

5.  Communications: None

 

6.  Review of 2023 LRM Projects and Budget Status: Pate handed out document.  Discussion.

 

7.  2024 Land Records Modernization Budget: Review of final budget: Pate handed out document.  Discussed some of the numbers. LRM balance is looking healthy.  Expenditures for 2024 will go up related to software maintenance figures increasing for most of the major software systems/packages in the LRM budget.  The Wage & Compensation Study passed at the Sauk Co. Board, salaries will increase and thereby those budgetary categories will increase.

 

8.  Discussion of Land Records Activities & Updates by Department

a. Surveyor report

          1. 2023 WLIP Grant project: Dederich was not present. Skipped item. 
          2. Other project: Dederich was not present. Skipped item. 

**Will add these items to January 2024 meeting agenda.

 

b. Land Records/GIS

          1. Update on Intern work: Fleischmann noted the project work that the intern did over the summer.  The bouldering trails data is going to be used as part of the QC of the Sacred Earth/Devil’s Lake LiDAR project, this data will assist EMS in locating persons for search and rescue and is being added to applications to assist this.
          2. Update on migration to ArcGIS Pro & training: Fleischmann stated that staff were provided training in June & July.  We are working and updating parcels as usual now, still working through some processes. Some additional processes work is being done to get all the GIS data transitioned into the new framework and posted regularly to the GIS website. 
          3. Sacred Earth-Devil’s Lake LiDAR Project: Fleischmann discussed the project.  Data has been received.  Staff will be working to QC data and provide feedback to Ayres.  Ho-Chunk has sent in their portion to Sauk County for payment toward data.
          4. 2024 WLIP Grant: Felton discussed the Grant for 2024.  Sauk County is awarded $1000 for Training and Education and $10,000 for Strategic Initiative Grant (SIG).  This is far less than usual.  Costs for maintenance and other items went up.  Will need to  

 

 

10.  Agenda items for next meeting: Add County Surveyor for: 2023 WLIP Grant project & Other projects. Will forward usual agenda items to January 2024 agenda.

 

11.  Next meetings – Tentative 2024 dates: Tues. Jan 23, 2024 (week of WSLS); Thurs. May 23, 2024; & Thurs Sept. 19th or 26th, 2023; meeting location @ 3pm; Room 213)

 

12.  Adjournment: Motion by Pate, seconded by Machovec to adjourn meeting at 3:40 pm.
