Meeting Minutes

 

Committee Members Present: Dederich, Brown, Gavin, Bailey, Cunningham, Wenzel, Gavin, Fleischmann

Committee Members Absent: Michalek, Stieve, Felton, Geoghegan, Pate

 

Wenzel called meeting to order @ 10:09am

 

Motion by Dederich, seconded by Bailey to approve agenda.

 

Motion by Gavin, seconded by Bailey to approve minutes from January 26, 2016 meeting.

Communications: none

 

2016 Budget Progress: Bailey questioned the where the $26,000 under General Grants and Aids came from.  Fleischmann noted that we received $25,000 back from the State for the Statewide Parcel submission back in March. This was half of the WLIP Strategic Initiative Grant that was awarded to Sauk County.  Fleischmann was not sure about the remaining $1,000.

 

Discussion of Land Records Activities & Updates by Department:

 

Remonumentation & update on projects: Dederich noted that Center of Section is not part of the current remonumentation contracts and questioned whether they should be.  Noted that other counties were on board.  To date there are roughly 300-350 center of sections.  Roughly 50 of them have been collected during the last 8 years of bounty.  Dederich and Wenzel feel strongly that the Center of Section helps validate the other corners and is the missing piece in completing the section.  Gavin asked if there is more cost associated with Center of Section, Dederich noted that they should not cost much more than the exterior corners.  The group agreed that Dederich should start collecting Center of Section during remonumentation. 


Dederich questioned the committee on whether the surveyors should begin to pick up elevation for each corner. Not a common practice and Dane County is one of the only to following this practice.  Bailey noted it could be useful in QC of the Lidar data.  Dederich noted it is extra work for the surveyor to collect the elevation and could cost more.  The Group agreed that there was no added value and should not be a requirement.

 

2016 Grant Awards: Fleischmann discussed the WLIP Strategic Initiative Grant   No further discussion.

 

2016 Land Records Report to DOA: No further discussion

 

Summer Intern Projects: Fleischmann discussed the proposed projects for Jake Cassidy over the summer.  The first project was to inventory the Certified Survey Maps (CSM’s) to verify each one was accounted for in GIS.  This project was to aid the future Surveyor Application.  The second project was to work with the Highway Department and come up with a plan to inventory and scan all the County Highway Plans.  Wenzel noted that WISLR (Wisconsin Information System for Local Roads) maybe another good source along with Michael Edmonds of the Wisconsin Historical Society. The third project involves updating the City & Village address points and working with the Treasurer’s Department to get the addressing in synch.  No further discussion.

 

2017 Land Records Modernization Budget: Decided to review this topic at the next meeting.

 

Agenda items for next meeting: No specific items discussed.  Will add standard items for draft agenda.

 

Next meeting: Thurs.  August 25 @ 10am, location TBD.
