Meeting Minutes

Wenzel called the meeting to order @ 10:11 am.
Motion by Cunningham, seconded by Paulson to approve agenda.
Motion by Bailey, seconded by Cunningham to approve minutes from January 27, 2015 meeting.

2015 Budget Progress: Pate indicated that he will get a document out to all regarding where the 2015 Budget progress is this year to date. He indicated that the only item outstanding is the Surveyor’s remonumentation projects. No money has been expended for that budget item yet this year.
Discussion of Land Records Activities & Updates by Department
- No Surveyor report.
- Felton discussed the 2015 Orthophotography Flight. Flight was flown April 14, 2015. Waiting for pilot photos and pilot building footprints back. Should see those end of June or early July. Post processing is being done currently.
- Intern for 2015 is working on POS’s currently. Getting the filed POS’s put on the GIS map and making its properly placed, and an image is attached for searching once on the web.
- Parcels are 92% complete for parcel updates backlog. Working to get those updates done very soon. GISi out of Alabama is going to provide training and assist in ArcGIS for Server upgrade, ArcGIS Web App Builder development and training and Deed Drafter training and implementation. They previously provided training to Land Information staff on the ArcGIS Online application.
- The County Land Information Plan needs to be updated. The WIDOA is working on modifying plan instructions. Those instructions should be out to all counties by the end of June, with the 3 year plans being due at the end of 2015. This will require involvement from various departments. At the September Land Council meeting the LIO will bring the new instructions along with basic plan work to the council for review and direction.
2016 Land Records Modernization Budget – Discussion of 2016 Goals & Priorities
2015 Goals were: consolidation of GIS data, maintain LRM plan, provide info on the web, consolidation of GIS software, redaction, improve integration of land info systems. Discussed items for 2016; indexing of all books scanned reviewed.
Discussed the scanning of books & docs for OCR, could look for other items such as Sec/Twn/Rng to garner additional information and utilize dollars available.
Bailey discussed looking at ideas to get as much information from docs as possible to help make finding information quicker and easier. (ex: Easements) Discussed issues with inaccurate docs, ways to get those corrected. One project discussed was re-scanning old Re-survey books. The scans done do not look good and done in a format and using software that is not accessible to general public.
Goals set for 2016 so far are: Electronically Record and Index CSM’s and Plats; Re-scan old Re-Survey Books (index?). These goals will be implemented into the new Land Records Modernization Plan (2015-2018).
Paulson noted that with the Statewide Parcel Implementation Project their office has been sending XML files to DOR for incorporation into this conglomerated data set. Recently she became aware that DOR also wants zoning data with the XML file. Felton noted that zoning data was sent to DOA for inclusion with this project for the mapping piece of data. Apparently DOR would like the zoning data to be included with the tabular data that Real Property Lister’s send. If that is what DOR wants Treasurer’s office will need to talk to Transcendent on what modifications to the current process can be made.
Agenda items for next meeting: 2016 Budget; LRM plan instructions review; Update on parcel edit backlog, 2015 changes and web site development; 2015 Orthophotography update; Update on review of CSM’s that are in cities or village (has been issue with errors and missing information on CSM’s in these areas, no county review currently)
The dates of future meetings were discussed. 4th week in January is always WSLS annual conference, 4th week in May is conflict for another conference and 4th week in September is budget and another conference conflict, discussed alternatives. It was chosen to have January meeting on the 4th Tuesday, being Tuesday January 27th for 2015. The May meeting with be the 4th Tuesday, being Tuesday May 26th in 2015, and September’s meeting will be the 5th Tuesday, which will be Tuesday September 29th in 2015.
Next meeting: Wednesday September 16th , 2015 @ 1pm
