Meeting Minutes

Wenzel called meeting to order @ 10:03 am
Motion by Pate, seconded by Hameau to adopt agenda.
Motion by Bailey, seconded by Pate to approve minutes from January 23, 2017 meeting.

2017 Budget Progress:
Pate handed out Land Records Modernization account balance sheet & 2016 Fund Balance comparison information. Discussion of projected numbers.
Discussion of Land Records Activities & Updates by Department
County Surveyor:
Felton handed out report on Remonumentation from Co. Surveyor. Discussed that Land Info/GIS has worked to compile information related to PLSS Section Corner coordinate and tie sheet information. They will work with Co. Surveyor to prioritize corners needed for specific areas related to Strategic Initiative grant & utilize Remonumentation projects toward this where able. Wenzel discussed quality of coordinates that have been acquired and work related to researching corner information & coordinate acquisition.
Land Information/GIS:
Felton discussed that the 2016 Strategic Initiative Grant is complete and remainder of 2016 grant funds were received. The 2017 Strategic Initiative Grant application has been approved and work on that project is hoped to take place in the next couple months. Felton is working on completing the 2016 Land Records Retained Fees Report to DOA. The report is due to DOA no later than June 30th.
Fleischmann discussed the summer intern projects for this year. The Land Info/GIS summer intern, Thor Manson, started this week. The main projects that the department anticipates having this intern do will be the Address Notification Application and Culver project. The Address Notification App will be for municipalities within the county to assist us in getting the addresses up to date throughout the county. The summer intern will work with local clerks to get information that has changed or needs correction over the last 5 years or so, since the last big address update, and update our data. The Culvert project will be working with FEMA info we received and updating that to acquire what we can. Melissa Keenan is working on culvert data as well and the department will work with her to better determine what the summer intern will be working on related to culvert information and data acquisition.\
Treasurer/Real Property:
Geoghegan discussed that the addition of Leonhardt (GIS Analyst) as staff to their department has been great. The benefits of assistance with the split work along with other departmental activities has been tremendous. With the recent retirement of Ramsey as Real Property Specialist, work has gotten a bit backed up. Accounting Assistant Held has been taking up most of those duties, along with Leonhardt assisting related to splits and related GIS work. Held will be moving into the Real Property Specialist position and a new Accounting Assistant will be hired.
Register of Deeds:
Bailey reported that he has been in contact with Source Code that have done their scanning work in the past. He is looking to get the ‘Book of Numbers’, that include the Microfilm, scanned to provide more functionality for searching records within LandShark.
2018 Land Records Modernization Budget: Discussion of 2018 Goals & Priorities
Pate previously handed out budget documents that included Land Records Modernization Goals and Priorities. Discussed potential projects. Bailey noted that he is looking to also do a project related to including tax parcel numbers, that have been on deed documents, within the indexing. In the past parcel numbers that were on the documents filed were not put into the indexing system as part of the workflow process for indexing. This would help better integrate other information through Treasurer’s and GIS related to the docs. Briefly discussed outline for the budget process.

No specific items mentioned or requested for next meetings agenda. Will look to get an update from Co. Surveyor on Remonumentation Projects. Will forward items typically discussed at the September LIC meeting to this upcoming agenda.
