Committee Members Present: Bailey, Felton, Filus, Fleischman, Kabat, Machovec, Pate, Rathman
Committee Members Absent: Deitrich, Gavin, Seidl, Simmert,
1. Call to Order: Group chose Felton to lead the meeting since neither the chair nor vice-chair were in attendance. Meeting called to order at 3:04 pm.
2. Adopt Agenda: Motion by Machovec, seconded by Pate to adopt agenda. Motion carried.
3. Approve Minutes from February 3, 2025, meeting: Motion by Pate, seconded by Fleischmann. Motion carried.
4. Public Comment: None
5. Communications: None
6. Review of 2025 Land Records Budget Progress: Pate handed out 2025 Budget progress document. Pate discussed. No capital outlay from Land Records, nothing extraordinary. No Fund Balance available due to Munis currently being down (5/22).

- Change coming to Admin. Code related to signed documents. Digital signatures allowed now. Could get digital copies now due to this.

- Discussion about whether or how we want to accept POS & other surveys, as well as CSM’s.
- Felton asked if having a separate meeting to discuss this & other related items might be more beneficial. Bailey agreed and elaborated his views. It was decided to meet soon about this. Set up meeting soon.

- 2024 Land Records Report to DOA: Felton noted that the information from accounting to complete the report was received recently. The report is going to be worked on in the next week or two and then sent to DOA.

- 2025 Orthophotography Flight: Flight was completed in late March. Have not heard from Ayres on status of images yet. (update: Preliminary images, in section file format, were delivered to Land Information/GIS on 5/27/25. They have been put on U:\2025Photos. Staff will be reviewing over next couple weeks.)

Fleischmann stated that Mitch McCarthy had presented recently on the Lakeshore Habitat App that was created for their department. 2 counties, DNR and UW-Madison have all inquired about this application since Mitch’s presentation.
Fleischmann noted that updates need to be made to all the Maps & Apps that GIS has on ArcGIS Online by February 2026. Staff is working on getting all the maps & apps updated.
Bailey noted that a new version upgrade to LandShark is coming soon. Bailey hopes to get a preview & information on what to expect with this upgrade from other users. He’s looking to find another county who converted and will assist them. June 26th is when the LandShark update will take place.
8. 2026 Land Records Modernization Budget: Discussion of 2026 Goals and Priorities-
Pate handed out the current Goals and Priorities. Discussed some of the items. Felton and Fleischmann noted that they will work to get updates to these Goals and Priorities completed for the budget process. Any additions to these should be forwarded to Felton or Fleischmann.
9. Agenda items for next meeting: Discussion on and possible policy development regarding electronic signatures Will forward usual agenda items to September 2024 agenda.
10. Next meetings –Thursday September 18th, 2025 @ 3pm; Room 213. Sept. 18th was chosen by the group as next date to meet. If that doesn’t work as the date nears we will update the meeting date accordingly.
11. Adjournment: Motion by Machovec, seconded by Pate to adjourn meeting at 3:44pm. Motion carried.
