Sauk County Law Enforcement Committee
February 14, 2012
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, February 14, 2012 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 am
2. Agenda: Motion by Tollaksen, seconded by Johnson, to adopt the agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Tollaksen approve the minutes from previous meetings on January 10 and January 15, 2012. Motion carried.
4. Communications:
Letter from Dept of Justice reference the 2012 Tribal grant in the amount of $21,914.00.
Letter from FBI Agent thanking Detective McClure for her exemplary work with their agency.
5. Public comment :
John Miller spoke against housing homeless in Unit A

7. Sauk County Animal Shelter operations update:
Animal Shelter took in 53 dogs and adopted/reclaimed 39 dogs. They also took in 47 cats and adopted out/transferred out 40 in the month of February.
The Animal Shelter had a total of 26 calls and picked up 13 dogs and 11 cats
The Animal Shelter dealt with a total of 7 bite cases; 2 cats and 5 dogs.
8. Review and approve January 2012, expenses for Coroner:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Coroner’s expenses for January 2012, in the amount of $5,900.39. Bills discussed. Motion carried.
9. Review and approve December 2011 and January 2012, expenses for Sheriff:
Motion by Tollaksen, seconded by Johnson, to approve payment of the Sheriff’s Department expenses for December 2011 in the amount of $8,645.21 and January 2012 in the amount of $132,818.47. Bills discussed. Motion carried.
10. Discussion on a Homeless Shelter.
Peter Murray spoke on is idea of the potential to house homeless in Unit A.
George Johnson stated he didn’t believe homeless should be housed here.
Sheriff Meister brought of some of his concerns.
Nathan White-State Jail Inspector-When Unit A was shut down it also decommissioned the authority of the State Department of Detention. Nathan White recommends that this is not a good location to take on the homeless population.
Dan Bratsett from Human Services stated they are not funded to assist homelessness but would be willing to collaborate to help solve the issue.
Fred Halfen stated he thought this was not the correct committee to address homelessness.
Committee members believe this discussion should take place in a different committee. They suggest that this no longer be put on the Law Enforcement Committee agenda.
11. Sheriff’s Department-Consideration of travel request in excess of 300 miles to Longmont, Colorado, for National Sheriff’s Institute.
NIC will pay the airfare, hotel and registration fee for attendees. We are responsible for the cost
of the rental car and meals. Cost would be approximately $390.00. Motion by Halfen, seconded by Tollaksen. Motion Carried
12. Consideration of bids for 2013 patrol squad and resolution to purchase.
Motion by Tollaksen, seconded by Sinklair, authorizing the purchase of seven police specification squad cars from Kayser Ford in Madison. Tollaksen-Aye, Stevens-Aye, Sinklair-Aye, Johnson-Nay, Halfen-Nay, Motion Carried.
13. Consideration of bids for 2012 Detective vehicle and resolution to purchase.
Motion by Halfen, seconded by Tollaksen, authorizing the purchase of a 2012 Chevrolet Impala for a Detective vehicle from Don Larson in Baraboo. Motion carried.
14. Sheriff’s Report.
Number of Calls Report handed out. 5,367 calls for service in January 2012.
Overtime for January 2012 – 924 hrs.
There was 73 Prisoner Transports in January 2012.
Prisoner Transport cost for Juveniles was $2,834.80 for transport. Housing bill for January was $3,245.00.
Civil Process papers served in January 2012 – 135 papers.
Jail has reduced paper usage in the amount of 5,475 sheets per year.
EM Report for January – Total of 271 offender days. Collected $4,607.00 in fees and was invoiced $1,035.22 for a profit of $3,571.78.
Year to date Community Service Hours were 302
Deputy Matt Burch completed an end of year K9 Report for 2011
2011 he had 405 K9 Calls
15. Adjournment
The next regular meeting of the committee was scheduled for March 13, 2012 at 09:30 am. Motion by -Tollaksen, seconded by Halfen, to adjourn the meeting at 11:25 am. Motion Carried.
