Sauk County Law Enforcement Committee
December 11, 2012
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, December 11, 2012 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 am.
2. Agenda: Motion by Tollaksen, seconded by Nobs, to adopt the agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Nobs approve the minutes from previous meeting(s) November 6, 2012. Motion carried.
4. Communications:
Letter from Department of Corrections for Hold Reimbursements at $32.02 per bed for a total of $46,396.98.
Letter from citizen praising Deputy Troy Sutherland for his care and willingness to help.

7. Sauk County Animal Shelter operations update:
Animal Shelter took in 45 dogs and adopted/reclaimed 22 dogs. They also took in 127 cats and adopted out/transferred out 21 in the month of November. The Animal Shelter also took 1 ferret.
The Animal Shelter had a total of 33 calls and picked up 15 cats and 11 dogs
The Animal Shelter dealt with a total of 8 bite cases; 2 cats and 6 dogs.
This past month we received a total of 43 cats/kittens from four homes.
8. Review and approve November 2012, expenses for Coroner:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Coroner’s expenses for November 2012, in the amount of $3,893.72. Bills discussed. Motion carried.
9. Review and approve November 2012, expenses for Sheriff:
Motion by Tollaksen, seconded by Johnson, to approve payment of the Sheriff’s Department expenses for November 2012 in the amount of $142,154.75. Bills discussed. Motion carried.
10. Possible Ordinance-Establishing A Fee To Be Charged By The Coroner For The Issuance Of Cremation Permits Sauk County Code §30.09.
Motion by Tollaksen seconded by Halfen, Motion Carried.
11. Discussion and possible Resolution Authorizing to Contract For Engineering Services and Schematic Design Services.
Several questions from committee members.
DOC Nathan White explained to committee members in regards to the designs of the jails to include linear, podular/remote and direct supervision. He stated Bpod is a very unique in that it is 360 degrees around the pod which would require one employee to watch all the inmates and staff members.
M. Krueger advised the committee that he believes that Part 1 of the RFP should be done to see if Part 2 should continue.
P. Tollaksen stated he is not comfortable with putting all the responsibility on one employee instead of two.
D. Nobs stated he believes we need to go with Part 1.
F. Halfen stated he also believes we need to go with Part 1. He would be interested in Venture Architects.
Motion by Halfen , seconded by Tollaksen, to proceed with Part 1 of the Request for Proposal. Halfen-Aye, Stevens-Aye, Tollaksen-Aye, Nobs-Aye, Johnson-Nay. Motion carried 4-1
12. Sheriff’s Report.
Dictaphone records the telephone lines coming into the Dispatch Center. Dictaphone is no longer in business so we are unable to obtain further parts. Phil has purchased some parts off of EBay; however, once we are out of parts the system will not be able to be fixed.
Number of Calls Report handed out. 4,971 calls for service in November 2012.
Overtime for November 2012– 2559.5 hrs.
There was 103 Prisoner Transports in November 2012.
Prisoner Transport cost for 17 Juveniles was $4,269.02 for transport. Housing cost for October and November was $15,480.00
Civil Process papers served for November was
Resignation received from a Dispatch who is changing careers.
In August of 2013 we are required to keep 17 year olds sight and sound from the over 18 population.
Consolidated Correctional will continue the same costs for 2013 as 2012.
EM Report for November – Total of 375 offender days. Collected $6,375 in fees and was invoiced $1,440.14 for a profit of $4,934.86.
Average daily population for November 2012 was 182. Average daily population for November 2011 was 145.
Housing Year to Date billing handed out. $496,079.55
13. Adjournment
The next regular meeting of the committee was scheduled for January 8, 2013 at 9:30 am. Motion by Johnson, seconded by Tollaksen to adjourn the meeting at11:15 am. Motion Carried.
