The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, September 14, 2010, at 10:00 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

Call to Order and Certification of Open Meeting Law:
- The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 10:00 AM.

- Motion by Tollaksen, seconded by Halfen, to adopt the agenda. Motion carried.

Approve minutes of Previous Meeting(s):
- Motion by Sinklair, seconded by Tollaksen approve the minutes from previous meetings including August 10, 2010, July 20, 2010 and the Joint Finance/Law Enforcement committee on July 13, 2010. Motion carried.

- Letter of resignation from Joshua Kowalke to assume the Director position with Reedsburg Ambulance Service.
- Thank you letter from the City Clerk of the City of Baraboo

Sauk County Animal Shelter operations update:
- Animal Shelter took in 52 dogs and adopted/reclaimed 36 dogs. They also took in 129 cats and adopted out 50 in the month of August.
- The Animal Shelter has a total of 62 calls and picked up 22 dogs and 38 cats
- The Animal Shelter dealt with a total of 14 bite cases; 6 dogs and 8 cats.
- Act 90 goes into effect in June 2011.

Review and approve August 2010, expenses for Coroner:
- Motion by Tollaksen, seconded by Halfen, to approve payment of the Coroner’s expenses for August 2010, in the amount of $4,388.02. Bills discussed. Motion carried.

Review and approve August, 2010, expenses for Sheriff:
- Motion by Tollaksen, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for August 2010, in the amount of $104,516.23. Bills discussed. Motion carried.
- The Committee requested the Department research the cost of having a mechanic on duty rather than sending vehicles out for routine maintenance.

Review and possible authorization to extend the Jail Food Service contract.
- Sheriff Stammen advises he had a meeting with Consolidated Food Service regarding the cost of the food.
- In that meeting Consolidated Food Service offered a reduction in cost with the signing of a new contract for either 3 year or 5 year period.
- Captain Hafemann advises the cost is still on a sliding scale. If the County would sing a 3 year contract we would receive a $5,000 signing bonus, if the County would sign a 5 year contract we would receive a $10,000 signing bonus.
- A 5 year contract would us provide a per meal cost reduction guaranteed until June 2013. After June 2013 the meal cost would increase or decrease based on the Consumer Price index.
- Motion by Halfen, seconded by Johnson, to approve signing an extension with Consolidated Food Service with a 5 year contract. Also, allow the staff to have the ability to offer two hot meals and one cold meal. Tollaksen-Aye, Stevens-Aye, Johnson-Aye, Halfen-Aye, Sinklair-Nay. Motion Carried.

DOC Housing Report handed out.
Captain Hafemann handed out a chart regarding the housing of other jurisdictions inmates. - Closure of Unit A update. A meeting was held with Union Representatives on layoffs. Another meeting will be held with the Union regarding the Union’s position on the closure.
- Captain Hafemann advises he has been meeting with Department of Corrections on a monthly basis and was advised yesterday that they continue to need beds until the end of 2010.
- A meeting with Department of Corrections will occur on October 24th and October 25th of 2010 to work on transferring inmates back into the Prison System
- Captain Hafemann believes he should have a draft schedule by the October meeting.
- Supervisor Sinklair requests a letter from the Union regarding any questions or issues on the Closure of Unit A.

Consideration of 2011 Budget.

Coroner Budget:
- $136,369.00 an overall decrease of $646.00.
- Motion by Johnson, seconded by Tollaksen to forward on the budget to the Finance Committee. Motion Carried.

Sheriff Budget:
- Sheriff Stammen requested the Committee to give a percentage that they would like to see. Sheriff Stammen stated he would like to meet with the Sheriff Elect to get their suggestions on where budget cuts should occur.
- Law Enforcement Committee requests that the Sheriff present 3 different budgets (0%, 3%, current request) to the Finance Committee.
- Motion by Halfen, seconded by Johnson, to forward on 3 budgets, a zero percent, a three percent, and current budget. Also Committee requests explanations of budget cuts. Stevens-Aye, Tollaksen-Aye, Halfen-Aye, Johnson-Aye, Sinklair-Nay. Motion Carried.

Sheriff’s Report.
- 4 fatalities in the last month.

Highway Safety Grants:
- Alcohol Enforcement Grant in the amount of $25,000 or 720 enforcement hours.
- 650 hrs-issued 586 citations 29 OWI’s
- Corridor Grant in the amount $25,000
- 651 hours-issued 836 citations
- 2011 we have received $50,000 in grants $25,000
- Open carry meeting at Haskins Park.
- Electronic Monitoring for August 2010. Twenty-two inmates involved for 440 offender days. Electronic Monitoring collected $5,048 in profit.
- There were 158 prisoner transports in August 2010 brining the Year to Date total to 917.
- We transported 13 juveniles for a total of 3,507 miles and 191.75 hrs of prisoner transport hours.
- Secure housing for July 2010 was $7,430.

Supervisor Halfen requested that the Sheriff’s Department look into the 911 hang-ups and what the hotel resorts can do to prevent these.
Committee requested the 911 hang-ups issue to be on the October agenda.
