The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, November 9, 2010, at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

- Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 09:30 AM.
- Agenda: Motion by Tollaksen, seconded by Johnson, to adopt the amended agenda. Motion carried.
- Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Tollaksen approve the minutes from previous meetings on October 12, 2010. Motion carried.

Sauk County Animal Shelter operations update:
- Animal Shelter took in 57 dogs and adopted/reclaimed 52 dogs. They also took in 95 cats and adopted out 66 in the month of October.
- The Animal Shelter had a total of 49 calls and picked up 29 dogs and 24 cats
- The Animal Shelter dealt with a total of 6 bite cases; 4 dogs and 1 cat, and 1 Siberian Tiger.
- Two guinea pigs came in both passed away.

Review and approve October 2010, expenses for Coroner:
- Motion by Halfen, seconded by Tollaksen, to approve payment of the Coroner’s expenses for October 2010, in the amount of $3,079.05. Bills discussed. Motion carried.

Review and approve October, 2010, expenses for Sheriff:
- Motion by Tollaksen, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for October 2010, in the amount of $94,690.98. Bills discussed. Motion carried.

Consideration and resolution Authorizing an agreement with Bluffview Inc. to enforce traffic regulations on all private roads and driveways owned by Bluffview Inc.
- Bluffview Inc. bans dirt bikes, golf carts, and any vehicle which is not street legal.
- Motion by Tollaksen, seconded by Johnson, to authorize an agreement with Bluffview Inc. to enforce traffic regulations. Motion carried.

Discussion and Possible action on projected budget deficit.
- R. Sinklair wanted to know why they were not updated since June.
- Sheriff Stammen stated we updated the committee verbally over the last several months; however, we just haven’t had this item on the agenda every month.
- Halfen requested what we could cut in non mandated services
- Sheriff Stammen advises that overtime may increase with reduction in current staffing.

- DOC Housing Report handed out.
- State Housing billing handed out
- Jail Inspection handed out.
- Stevens asked if anything was asked to be changed. Hafemann stated the Inspector stated that it was unfortunate that Unit A was closing.
- The jail inspector requested that we change our process on our hourly cell checks. Vary the times when checking.

- Number of Calls Report handed out. 5,193 calls for service in October.
- Overtime for October 2010
- 675.5 hrs of overtime for October
- Civil Process for October - 341 papers served
- Prisoner Transport 135 prisoner transports for October 2010
- Prisoner Transport cost for Juveniles $2,215.85
- Secure Housing for Juveniles $2,835
- 2 Triple III’s
- Electronic monitoring billed out $4,607.00 and paid Pro Tech $1,491 for a profit of $3,116.00 in the month of October.
- Side letter agreement for Civilian layoffs handed out
- 911 Landline and Cell Phone disconnect-August we had 380 calls, September we had 230 calls, October we had 185 calls.
- Deputies arrested (2)- Internals have begun on both of them. One remains on paid administrative leave. Johnson suggested that they should both be laid off.

- The next regular meeting of the committee was scheduled for December 14, 2010 at 09:30 am. Motion by Johnson, seconded by Tollaksen, to adjourn the meeting Motion Carried.
