Minutes of Meeting
Sauk County Law Enforcement Committee
May 10, 2011
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, May 10, 2011 at 06:00 pm, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

Others Present: R. Meister, J. Spencer, J. Tobin, K. Fults, R. Zuch, J. Fry, G. Hahn, T. Gruber, K Schauf, Peter Murray, Steve Bach, Jason Lane, David Riek
1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 06:15 PM.
2. Agenda: Motion by Tollaksen, seconded by Sinklair, to adopt the agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Sinklair, seconded by Tollaksen approve the minutes from previous meetings on April 12, 2011. Motion carried.

7. Sauk County Animal Shelter operations update:
Animal Shelter took in 51 dogs and adopted/reclaimed 52 dogs. They also took in 44 cats and adopted out 30 in the month of April.
The Animal Shelter had a total of 42 calls and picked up 29 dogs and 5 cats
The Animal Shelter dealt with a total of 7 bite cases; 3 dogs and 4 cats.
The Animal Shelter has changed to an “open door policy”, which means they will turn away no animals. They will ask for a donation but will not require a fee.
8. Review and approve April 2011, expenses for Coroner:
Motion by Tollaksen, seconded by Johnson, to approve payment of the Coroner’s expenses for April 2011, in the amount of $2,237.97. Bills discussed. Motion carried.
9. Review and approve April 2011, expenses for Sheriff:
Motion by Sinklair, seconded by Tollaksen, to approve payment of the Sheriff’s Department expenses for April 2011 in the amount of $82, 046.34. Bills discussed. Motion carried.
10. Discussion and consideration of strategic planning for 2012 budget compilation.

Sheriff Meister read through the form with the Committee. There were discussions by Committee Members as well as other County Board Members on the future of staffing levels in the Jail as well as the decreasing Jail populations. Members all discussed the levels of which we offer Electronic Monitoring.
11. Discussion of possible 2011 budget overrun for Sheriff’s Department.
Sheriff Meister advised the Committee that we continue to lose rental inmates. The Sheriff’s Department is estimating a shortfall in revenue received from rental inmates in the amount of $398,221.80. Sheriff Meister also advised the Committee with rising gas prices the Department may have an overrun in Field Services Fuel.

Overtime for April 2011 1,327.25 hrs
Deputy Matthews filling in a vacant patrol position
Letter to Harold Weinke reference his response to Fond Du Lac for a fallen officer.
Ho Chunk Grant was received in the amount of $1,570.60 for Click or Ticket
Civil Process 155 papers served in April 2011
There was 80 Prisoner Transports in April 2011 bringing the year to date total to 331.
Prisoner Transport cost and housing costs for Juveniles was $4,872.30 for transport and $5,425.00 for housing bringing the total cost for April 2011 to $10,297.30
Letter regarding VINE
Addendum from Food Contract
The Department had to deny one inmate from going out on Electronic Monitoring due to lack of bracelets and staffing.
Letter from Juneau County ADA stating no charges on Sauk County Deputy involved in a Domestic Violence case.
Electronic monitoring billed out $6,766.00 and paid Pro Tech $2,194.75 for a profit of $4,571.25 in the month of April. There was 398 offender days.

The next regular meeting of the committee was scheduled for June 14, 2011 at 09:45 am at the Sauk County Training Center. Motion by Tollaksen, seconded by Sinklair, to adjourn the meeting Motion Carried.
