September 13, 2011
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, September 13, 2011 at 05:30 pm, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 5:30pm
2. Agenda: Motion by Tollaksen, seconded by Johnson, to adopt the agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Sinklair, seconded by Halfen approve the minutes from previous meetings on August 9, 2011. Motion carried.

Sue Nagelkerk from UW Extension on a grant received for working with Young Children of Jailed Parents.
Nathan White from Wisconsin Department of Corrections
George Johnson asked if the Jail staff was overstaffed, Mr. White stated at this time no.
7. Sauk County Animal Shelter operations update:
Animal Shelter took in 93 dogs and adopted/reclaimed 76 dogs. They also took in 159 cats and adopted out 75 in the month of August.
The Animal Shelter had a total of 76 calls and picked up 34 dogs and 31 cats
The Animal Shelter dealt with a total of 20 bite cases; 14 dogs and 4 cats.
Received a call on August 27, 2011 to pick up a Bald Eagle that was hit by a car. DNR was contacted, but requested that the Animal Shelter pick up the Eagle. Animal Shelter picked up the Eagle and transferred it to Soaring Eagle Wildlife Rehab. The Eagle died later that night due to massive trauma in the chest.
The adopt-a-thon went well. The Animal Shelter had 15 adoptions and raised $429.00. They did 13 Rabies vaccinations and 12 microchips.
8. Review and approve August 2011, expenses for Coroner:
Motion by Tollaksen, seconded by Johnson, to approve payment of the Coroner’s expenses for August 2011, in the amount of $7,371.85. Bills discussed. Motion carried.
2012 Budget presentation Motion by Tollaksen, seconded by Sinklair to pass the Coroner’s Budget onto Finance.
9. Review and approve August 2011, expenses for Sheriff:
Motion by Halfen, seconded by Tollaksen, to approve payment of the Sheriff’s Department expenses for August 2011 in the amount of $95,676.16. Bills discussed. Motion carried.
10. Discussion on 2012 Budget.
Discussion on 2012 Budget
Motion by Tollaksen, seconded by Halfen to pass the Sheriff’s Budget onto Finance. Tollaksen-Aye, Stevens-Aye, Johnson-Aye, Sinklair-Aye, Halfen-Nay. Motion Carried.
11. Sheriff’s Report.
Number of Calls Report handed out. 7,330 calls for service in August 2011
Overtime for August 2011 1,297.50 hrs.
There was 67 Prisoner Transports in August 2011.
Prisoner Transport cost for Juveniles was $515.13 for transport. Have not received housing bill for August
Civil Process 164 papers served in August 2011
Electronic monitoring billed out $5,287.00 in fees and was invoiced for $1,716.75 for a profit of $3,570.25 for month of August. There was 311 offender days.
2011 Budget Overrun Report handed out
Community Service Hours for 2011 Year to date are 10,011.25 hours
RFP Medical Services in the Jail will be reviewed by staff with recommendations next month.
Sheriff Meister advised the Committee that he received a response from Fran Zandi from the National Institute of Corrections advising him that they train employees to complete Jail Staffing Analysis, but they don’t actually have staff that goes out to Jails to complete them.
12. Adjournment
The next regular meeting of the committee was scheduled for October 11, 2011 at 09:30 am. Motion by Sinklair, seconded by Tollaksen, to adjourn the meeting at 07:14 pm. Motion Carried.
